Responsibilities:

IN THIS ROLE, YOU WILL BE:

  • Responsible for the oversight of property management for multiple facilities and the related operational support for facilities management across the National Capital Region Program.
  • Oversee Serco’s project team to monitor cost, schedule, and technical performance of operations and projects, while working to ensure the ultimate success of the program.
  • Responsible for stakeholder management, including customer and tenant management, indigenous partners, and other stakeholders external to the organization.
  • Provide organizational leadership through the development and implementation of annual business plans to meet contract requirements.
  • Manage transition activities, contract and scope clarifications, liaise with team members and partners in preparing and executing transition plans leading up to FOC.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Responsible for planning, organizing, directing and controlling the implementation of contracted services and operations for our client at all facility sites.
  • Responsible for developing the financial approval framework, including budgeting, KPI reporting and input into annual operating and capital budgets.
  • Manage all Real Property and Facilities Management activities for all sites.
  • Liaise and coordinate, as necessary, with stakeholders, municipal services on Real Property and infrastructure matters related assigned facilities.
  • Develop a Service Delivery Regime, including the programs, management systems, and other systems, processes, procedures, and performance management capabilities needed to fulfil the Facilities Management requirements.
  • Manage subcontract specifications, administration, and supervision for Contractor initiated services, construction, and maintenance projects related to Facilities Management.
  • Provide Real Property Management advice and guidance.
  • Develop facility condition assessments, engineering inspections, maintenance and testing reports and environmental services, advice, and support.
  • Create a centralized maintenance management system for both Corrective and Preventive Maintenance Plans
  • Create and provide reports on program activities.
  • Create and provide customized dashboards and alerts on program activities.
  • Direct all line managers and employees in the performance of all contract-related tasks and role responsibilities, including all deliverables and other reports are completed accurately and on time.
  • Maintain strong working relationships with key external stakeholders and suppliers.
  • Responsible for performance management of direct reports, subordinates, and employees, including authority to hire, initiate corrective action, terminate subordinate staff in line with HR approval model.
  • Integrate Health, Safety and Environment (HSE) policies within the program, ensuring compliance with safety and security protocols. Ensures the on-going maintenance of safe, healthy and sustainable working environment, and compliance with management responsibilities and Federal and Provincial standards. Ensures all employees are in compliance with all H&S rules and regulations.
  • Ensure Quality Assurance Plans aligns with the Quality process on reporting KPIs.
  • Communicate plans and planned interruptions of service.
  • Accountable for collaboration in a multi-stakeholder environment, including corporate groups and functions.
  • Other related duties relevant to this position as may be required.
    Qualifications :

TO BE SUCCESSFUL IN THIS ROLE YOU WILL HAVE:

  • Minimum 10-15 years’ experience in a Program Director position or Real property/facility management role, meeting or exceeding critical KPI’s, and/or ISO delivery, best practices.
  • Engineering or Business degree or a combination of education and experience.
  • Strong project management skills with the ability to work on and track multiple projects simultaneously, including financial reporting, project scheduling and change management.
  • Experience in leading a business unit at a senior level serving government customers within a multi-stakeholder environment
  • Excellent interpersonal and organizational skills including.
  • Experience at operating at Board/C Suite levels.
  • Ability to adapt to, and work effectively within, a variety of situations, and with various individuals or groups.
  • Experience of leading and developing major operations, with a strong service and assurance focus.
  • Experience must show a progression of business leadership and responsibility.
  • Must possess excellent verbal communications and writing skills, with experience leading not only operations staff, but also cross-functional business teams.
  • Comply with Serco Canada Inc. policies and procedures, SMS.
  • Strong project management skills with the ability to work on and track multiple projects simultaneously.
  • Proven track record of leading a business unit and/or serving government customers in a multi-stakeholder environment.
  • Possession of or the ability to hold a Secret Security Clearance with the Government of Canada.
