Description:
Global Systems Engineering (GSE) is an SBA-certified HUBZone small business that supports the federal government with a variety of advisory and technical consulting services. We are currently seeking motivated, self-driven Program Managers to join our team supporting the ongoing growth of our US Department of Health and Human Services (HHS) portfolio. Senior personnel are responsible for managing moderate to high-risk projects/programs (composed of either a single project or a coordinated effort of multiple related projects with a common technical or customer objective). The ideal candidate will have experience managing a diverse portfolio of projects, have a proven ability to both identify new work and grow work organically, and have a solid understanding of Program Management fundamentals, including the management of P/L across the portfolio.
REQUIRED EXPERIENCE:
- Master’s degree in a relevant field or equivalent professional training;
- Managed a portfolio of at least five (5) programs/projects valued at over $10M annually; and
- A minimum of 10 years of recent and relevant program management experience related to public health and/or emergency management.

Responsibilities:
- Provide program management capability and professional business relations with a diverse customer base and across a multi-disciplined team, including Public Health Professionals, Policy Analysts, Emergency Planners, Scientists, Acquisition Managers, Business Analysts, Data Analysts, Information Managers, Strategic Communications Professionals, Technical Writers, Training and Exercise Personnel, and Administrative Staff;
- Direct project/program team personnel, manage cost and schedule, ensure contract compliance, and serve as project/program interface;
- Formulate and enforce work standards, assigning schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates;
- Responsible for planning, organizing, directing, executing, monitoring, and controlling major aspects of the project/program, including technology, schedule, cost, contract and customer satisfaction;
- Integrate and coordinate all activities needed to execute requirements, including the timeliness, completeness and quality of problem identification, Corrective Action Plans, timely identification and resolution of issues, effective/responsive management of Subcontractors, overall customer satisfaction, and professional and ethical behavior;
- Maintain an effective Project Management Plan and Quality Control program in accordance with GSE policies and processes, including a schedule of deliverables and monthly reporting requirements; and
- Plan, coordinate, and manage the actions taken by an organization to acquire and execute a specific piece of business, either competitively or non-competitively.
