The Senior Program Manager, leads initiatives that are complex, and large-scale in nature, spanning multiple functions and/or business groups both internal and external to OH. The Senior Program Manager develops strategy, budgets, funding proposals, and operating plans enabling the successful ongoing execution of the program.
The Senior Program Manager engages broadly with a variety of stakeholders, both within Ontario Health and across the health sector. Using expert communication skills, the Senior Program Manager communicates effectively across multiple portfolios and OH Regions, and externally with key OH stakeholders, including Ministry, Health Service Providers, and clients serviced by the program. The Senior Program Manager forms strong collaborative working relationships to effectively influence and deliver expected outcomes.

The Senior Program Manager leads the achievement of the following program objectives, in alignment with OH values and the Digital Excellence in Health (DxH) operating model:

  • Digital Excellence in Health, regional staff, OHTs, and other Ontario Health partners feel well equipped, informed, and supported to operationalize ministry, Digital Excellence in Health, regional and OHT plans, initiatives and strategy.
  • Program stakeholders understand and support Ministry, DxH, OH Regional, and OHT processes / plans
  • Program stakeholders understand and support the function of digital assets and services; and the value proposition of digital offerings in enabling care and supporting business needs.
  • Employees understand how their work contributes to Ontario Health’s broader organizational objectives
  • Digital Excellence in Health, regional staff, OHTs, and other Ontario Health partners feel well equipped, informed, and supported to drive coordinated planning to deliver high quality accessible clinical care enables by digital and virtual tools.
  • Program Stakeholders feel engaged, valued, informed and that their needs are being recognized and addressed.

Here is what you will be doing:

  • Evaluates how to effectively communicate and interact with a variety of stakeholders including senior leaders, funders, executives, the board, and external gov’t stakeholders to the DM level.
  • Evaluates formal change management methodologies and practices used to drive behavioural changes.
  • Creates performance evaluation approaches and is accountable for the successful outcomes of the program which is typically province wide.
  • Collaborates effectively within the team and provides leadership, subject matter expertise, guidance and support to work towards a common goal and to help coach and inspire others. Works with the team to create collective thought leadership for the execution program.
  • Provides client service to internal teams and external stakeholders, including government, and other partners in the delivery of the health system.
  • Provides thought leadership for the strategy and execution of the program.
  • Leads change within the context of the overall program, often working with peer roles in the execution of the change.
  • Coaches program stakeholders and partners on program aspects and execution.
  • Makes decisions, with the support of Director level, where results have major impact across the organization requiring sophisticated solutions and long-term correction.

Here is what you will need to be successful:

Education and Experience

  • Bachelor’s or Master’s degree in Business, Health Studies, Public Administration or related field, or equivalent experience.
  • Project Management, or related professional designation as an asset.
  • 7 – 10 years of overall experience in related roles with progressively increasingly scale and scope of execution authority up to a leadership role.
  • Experience in the health care sector and the public service, and existing relationships are preferred.
  • Extensive experience in contract and budget management, and experience with standard terms and conditions.
  • Experience working in a hybrid environment, equally comfortable working with teams online or in person.
  • Experience planning and leading large meetings
  • Experience in the Ontario health care sector and public service, with existing positive relationships an asset.
  • Advanced knowledge and understanding of the application of the Project Management LifeCycle and Software Development LifeCycle, as well as modern mode two ways of working. e.g., Agile/Scrum.

  • Ability to use discretion in dealing with sensitive issues and maintaining appropriate levels of confidentiality.

  • Strong contract negotiation and management skills.
  • Ability to manage and prioritize multiple projects concurrently.
  • High degree of professionalism, flexibility, and adaptability.
  • Demonstrated ability to work independently and within a team.
  • Ability to be delivery focused and passionate about achieving the program objectives with an internal sense of accountability.
  • Capacity to be aware of, control, and express one’s emotions, and to handle interpersonal relationships judiciously and empathetically. Ability to maintain awareness of varying stakeholder objectives and to foster positive outcomes by actively listening, facilitating, and communicating complex content to large and diverse audiences.
  • Ability to keep calm and rational despite high pressure.
  • Political acuity and the ability to understand how to support and navigate with government partners.
  • Ability to make decisions where results have major impact across the organization.
