WE ARE LOOKING FOR A SENIOR PROGRAM OFFICER
The Senior Program Officer is responsible for supporting the development, planning, implementation and management of complex international projects and program activities. This role includes developing work plans and budgets, conducting research, drafting terms of reference, and preparing calls for proposals to members as well as supporting members and partners in the implementation of the program/project. In addition, the Senior Program Officer is responsible for writing reports and position papers, designing and delivering presentations, and coordinating day-to-day work to ensure that project deadlines are met.

EDUCATION
- Post-secondary diploma in international relations or development, program management, business, finance, or an equivalent combination of education and relevant experience.
- Relevant training or certification in gender studies and/or environmental sustainability in education (an asset)
KNOWLEDGE
- Prior Learning Assessment (PLAR) in Technical and Vocational Education and Training (TVET)
- Intermediate knowledge of Excel and other Microsoft Office suite as well as social media tools;
- Good knowledge of gender concepts, policies and rules
- Intermediate knowledge of project management applications
- Good knowledge of sustainability concepts in education
- Good knowledge and understanding of college/institution system in Canada
MINIMUM OF FIVE (5) YEARS OF RELEVANT EXPERIENCE IN:
- Planning, implementing and managing international development programs and projects funded by Global Affairs Canada (GAC) and other donors;
- Budget management, financial monitoring and reporting;
- Working in different cultural and geographical contexts, particularly in an international context such as missions or postings overseas;
- Significant experience in writing and coordinating stakeholder reports that include gender sensitive language, addresses environmental impacts and includes monitoring and evaluations frameworks;
- Coordinating the development of quality requests for proposals for new partnerships projects and in managing requests for proposals processes;
- Organizing missions abroad and event planning;
- Providing support and monitoring activity outcomes in field office operations that are located internationally;
- Developing terms of reference, evaluating, selecting and monitoring consultant contracts;
- Extensive experience in results-based program management (RBM);
- Assessing prior learning and greening technical and vocational education and training;
ABILITIES
- Advanced writing and verbal skills in French and fluent in English
- Able to promote and encourage a culture of learning and sharing in a multi-cultural context by exercising excellent interpersonal skills and diplomacy
- Strong organizational and problem-solving skills
- Ability to lead, work independently and under pressure with attention to detail and deadlines
Compensation: $85,748 to $104,956
Status: Temporary until June 2026.
