Description:

EDUCATION

  • Master’s degree in Migration Studies, Law, Political or Social Sciences or a related field from

an accredited academic institution with seven years of relevant professional experience; or,

  • University degree in the above fields with nine years of relevant professional experience.

EXPERIENCE

  • Extensive experience in the field of migration, including operational and field experience, IOM

project/programme development and management in distinct countries or regions;

  • Experience in the design and facilitation of capacity building activities on migration

management;

  • Experience of immigration and border governance is an advantage;
  • Experience establishing and strengthening partnerships and liaison with national, regional and

international institutions, including United Nations, is a requirement.

SKILLS

  • Knowledge and understanding of theories, concepts and approaches relevant to readmission,

including issues related to identity management, is required.

  • Knowledge of theories, concepts and approaches to legal identity is required.
  • Knowledge of large scale and global program management is desirable.
  • Demonstrated expertise in the thematic area of legal identity and/or readmission.

Responsibilities:

  1. Develop, advise on, coordinate and oversee the management, implementation and
    monitoring of the activities of the CAPACITY programme in line with the programme agreement,
    and in compliance with IOM Rules and Regulations.
  2. Manage and supervise the work of IOM IBG staff in Denmark and ensure technical guidance
    is provided to CAPACITY focal points for the timely delivery of planned interventions in
    respective Country Offices (COs). Develop and promote regional and cross-regional staff
    development initiatives to advance and strengthen team building, exchange of lessons learnt
    and coherence in programme implementation across COs.
  3. Lead and oversee the Monitoring, Evaluation, Accountability and Learning (MEAL) processes
    and capacities within the IBG team in IOM Denmark and across relevant Country Offices (COs),
    in the framework of the CAPACITY programme.
  4. Advise and coordinate with other relevant IOM Divisions and RTSs for non-IBG interventions
    (i.e. Protection, Data Hubs etc.) in the framework of the CAPACITY Programme.
  5. Provide authoritative technical and liaison advice and support to COs in designing,
    developing and submitting project proposals in line with Danish priorities to access funding in
    the framework of the CAPACITY programme and/or other Danish-funding streams relevant to
    IBG. Review and revise programme documents to ensure alignment with the Government of
    Denmark’s priorities and complementary across Danish-funded programmes, in coordination
    with IBG RTSs.
  6. Liaise with the RMGP IOM Programme Management structure to develop and promote
    consistent approaches to implementation and boost opportunities for synergies and economies
    of scale across Danish IBG funding, in coordination with relevant RTSs.
  7. Coordinate with and provide advice to COs and Danish authorities in the planning,
    preparation and organization of the CAPACITY and RMGP Programmes’ Steering Committees
    in Copenhagen. Prepare and/or propose agenda items and ensure follow-up on
    recommendations of Steering Committees. Ensure support is provided for the preparation of
    National Steering Committees as required.
  8. Ensure all reporting requirements are met, including the timely preparation and submission of
    the CAPACITY programme reports according to IOM formats and donor preferences as per
    agreement. Liaise with the RMGP Programme Manager and relevant ROs to ensure compliance
    with requirements of Danish government, and ensure remedial action is taken as required.
  9. Ensure conferences, thematic briefings and other coordination events are planned and
    organized with relevant partners (including ICMPD, DHRI, UNHCR, EUAA) and stakeholders
    (i.e. governmental and non-governmental entities, UN-agencies etc.); represent IOM, promote
    exchange of lessons learned, assess achievements as well as remaining needs, and enhance
    multilateral coordination, in the framework of Danish-funded IBG interventions.
  10. Liaise with the Government of Denmark and organize joint events to raise visibility of IOM -
    Denmark partnership on IBG, brief and advise the government and relevant partners on
    programme milestones and achievements, as well as any other relevant IBG issues, in
    coordination with the Chief of Mission and the IBG RTS.
  11. Establish, strengthen, maintain and support donor engagement with the Nordic countries
    and promote exchange opportunities in the Nordic region over relevant IBG priorities, in
    coordination with the CoM Denmark and the IBG RTS in RO Vienna.
  12. Advise COs, ROs and Headquarters (HQ) on the implications of programme policies and
    needs, on plans, priorities and strategic objectives, and on challenges and opportunities as
    relevant to ongoing and perspective IBG Nordics-funded interventions; establish and coordinate
    communication with relevant donor representatives for timely response, including risk
    management and mitigation as needed. Coordinate with HQ Legal Identity Unit and relevant
    PMs to scope opportunities for synergies across programming in target countries.
  13. Prepare regular programmatic and strategic updates, summaries, policy briefs, funding
    proposals, visibility materials and other relevant materials tailored to various audiences i.e.
    potential donors, international community, programme stakeholders, HQ, etc., in coordination
    with the CoM Denmark.
  14. Participate in or lead field missions and duty travel to advise and guide project staff, donors,
    local authorities and other partners in programme target countries and ensure programme
    visibility and synergies with complementary programming.
  15. Perform such other duties as may be assigned.
