Scope
The City of Surrey Engineering Department has an opportunity for a Senior Project Engineer position in the Utilities Planning Division. This would be a multi-disciplinary technically-based role that would support initiatives around the drainage, sanitary sewer, water, and district energy utilities. In a continually evolving environment of growth planning, asset deterioration, and external drivers, such as climate change, Surrey has a need for a technical lead to help deliver infrastructure analysis studies and tools and to help develop and implement new processes around asset ownership and sustainable service delivery. This is an excellent opportunity to gain varied experience working with an innovative team, leading projects to support growth and increased complexity in providing services to city residents and businesses.
The Senior Project Engineer will be part of the Utilities Division and a technical leader for the development of internal and external analyses of our infrastructure systems, development of improved business intelligence tools, and support of on-going sustainable service delivery and asset management program. Modeling of asset systems using software programs such as InfoWorks ICM, PCSWMM, Mike Hydro River, HEC-RAS, InfoWater Pro and other programs is anticipated. The role would be responsible for developing and leading internal and external projects, providing technical and modelling support for the utility business areas, and providing support and mentorship to the Utilities staff in those areas.
Responsibilities
Listed below are the major responsibilities and functions the Senior Project Engineer would be responsible for:
Provide subject matter expertise with respect to analysis of surface water hydraulics and piped water utilities.
Develop work programs and initiatives, based on departmental and corporate priorities.
Develop or supervise the development of hydrologic and hydraulic models for drainage, flood protection, sewer, water or district energy systems.
Develop and implement new systems and tools for utility oversight and management.
Develop, coordinate, and support the advancement of the asset management and sustainable service delivery program.
Lead or perform the development of assignments related to utility system performance and modelling.
Lead or prepare technical reports or memoranda regarding assignments.
Evaluate and analyze data from supervisory data collection systems.
Review technical reports prepared by external engineering consultants.
Provide technical training and mentoring for staff.
Prepare and deliver presentations regarding assignments to a variety of technical and non-technical audiences.
Participate in public meetings, including Council or Committee meetings as required.
Qualifications
Bachelor’s Degree in Civil Engineering with a focus on water resources, utilities, or a related engineering discipline
10 or more years of demonstrated progressive related experience in the analysis or management of water, sewer, and/or drainage utilities
Professional Engineering (P.Eng) designation or a professional designation and ability to register with Engineers and Geoscientists BC.
An equivalent combination of training and experience may be considered.
A valid and unrestricted drivers’ license.
In-depth understanding of hydrological processes and models, surface water modelling, hydraulics of piped and open channel networks.
Experience in a leadership in a local government or similar environment is considered an asset.
Experience in the development of an asset management program and/or system is considered an asset.
Is a team player and able to establish and maintain effective working relationships.
Possesses the ability to communicate effectively both orally and in writing;
Has good problem solving skills, pays attention to details, and can work independently.
Expertise with GIS, piped and surface 1-D and 2-D hydraulic models, and proficiency in Microsoft Office programs (Word, Excel, Outlook, Teams) is required.

Pay Grade: P3 - $127, 266 - $149, 725
