QUALIFICATIONS

  • Master’s degree from a recognized post-secondary institution in one of the following: Electrical Engineering, Computer Engineering, or Applied Science
  • Minimum of forty-eight (48) months of experience within the last seventy-two (72) months providing advisory and technical support to Technical Authorities as a Cyber Security Advisor in implementing Land Cyber Security Risk Management processes to deliver capabilities and supporting policies related to cyber security of integrated platform technologies within a Canadian Federal Department or Agency.
  • Minimum of forty-eight (48) months of experience in the last one hundred and twenty (120) months at the senior project management level managing Land Cyber Materiel Assurance Projects for Equipment Platform Technology in a Canadian Federal Department or Agency.
  • Minimum of forty-eight (48) months of experience as a Project Director or a Project Manager within the Department of National Defence or a Canadian Federal Department or Agency.
  • Minimum of twenty-four (24) months of experience in the last one hundred and twenty (120) months collaborating with Cyber Mission Assurance Stakeholders within the Department of National Defence or a Canadian Federal Department or Agency. For example, liaising between a Canadian Federal Government Department/Agency and a United States Government Federal Department/Agency to advance Cyber Related Requirements.
  • Minimum of forty-eight (48) months of experience within a Canadian Federal Department or Agency in the last one hundred and twenty (120) months in developing briefs and presentations to Governance bodies and/or equipment management bodies such as Oversight Committees, Science and Technology Boards, Capability Development Boards.
  • Must have Secret – Level II clearance with the Government of Canada.

Responsibilities:

  • Contribute to the development of processes, training strategies, and templates
  • Provide hands-on assistance to procurement and equipment acquisition and support staffs (PMOs) on the application of the LCSRMP to maximize cyber considerations for land platform technologies
  • Plan the development and conduct of the LCSRMP workshops, including Project Director and Project Managers sessions
  • Provide briefings at high levels of cyber security concepts, the LCSRMP program, and related best practices to Private Industry, the Canadian Army, Director General (DG) Cyber, and Materiel Group on requirements
  • Collect, analyze information, and present findings on complex industry cyber security risk management issues and practices
  • Carry out or coordinate research as required and prepare reports and impact analysis
  • Identify, research, develop, and suggest the implementation of sensitive cyber considerations to ensure the nature of information disclosed is protected where necessary to strengthen the department’s operations
  • Provide policy advisory support on review of documents, requests for information, and briefing materials related to the conduct of Material Acquisition and Support processes
  • Develop draft and final versions of the program documents for the various project phases of each of the program activities Pre-Initial Operation Capability (IOC) and Post IOC phases of each of the program sub-projects/activities, in conjunction with project personnel
  • Maintain and update the Program Charter and Program Management Plan in accordance with the Government of Canada Policy on the Management of Projects and the Project Management Institute’s Project Management Book of Knowledge
  • Maintain and update the Work Breakdown Structure, Roles and Responsibility Matrix, Risk Response Development Forms, Risk Management Plan, and Project Schedule
  • Develop documentation for corporate submission to Assistant Deputy Minister Materiel (ADM (Mat)) and/or DG Cyber pertaining to cyber security policy development, program scope changes, and other documentation as necessary
  • Develop and maintain project documentation, project briefs, concept of operations (strategic), business cases, evaluation reports, tracking reports, supporting databases, communication plans, and other items as required
  • Prepare and present program status reports as required to senior leadership, including the ADM (Mat), DG Cyber, and/or Canadian Army Leadership and key Working Groups
  • Significant liaison with other groups within the DND as necessary to guide and advance the progress of the projects
  • Provide ongoing project management advice on specific topics to the Canadian Army, including the Director Land Requirements staffs. This also includes Program Management Offices (PMOs) staff, Equipment Management Teams (EMTs), and DND matrix personnel involved with the technical aspects of requirements
  • Provide mentoring of risk management techniques and procedures, as required, to progress assigned tasks
  • Conduct post-project or task reviews/lessons learned
