The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.
Our agency also works to ensure vital public services, such as government services and first responders, are available during a crisis.

QUALIFICATIONS

Required: University degree in Business Administration or related, PLUS 4 years related experience or equivalent as described.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

Responsibilities:

ROLE RESPONSIBILITIES

Reporting to the Director, Alberta First Responders Radio Communication System within the Alberta Emergency Management Agency, or as assigned, the Senior Project Manager has responsibility and accountability for the delivery of safe, functional, high-quality cost effective, sustainable Land Mobile Radio infrastructure that meet Alberta First Responder agency needs. This position includes responsibility for all issues/challenges related to the assigned capital projects and ensures projects are delivered on time, budget and scope. The projects range in size (from $250,000 to over $15 million) and complexity from a site modification to a complex new tower build. Activities may include securing land purchases or dispositions on crown land, leases and permits.

RESPONSIBILITIES INCLUDE:

  • Collaboration with functional business areas within AFRRCS, AEMA, Public Safety and Emergency Services (PSES), and the Province, including Engineering, Security, Operations, Finance, Risk Management & Insurance and Legal Services
  • Working closely with Subject Matter Experts ) in documenting the breadth and scope of the Senior Project Manager role and responsibilities for business continuity purposes
  • Execution, control, monitoring and closure for assigned capital projects
  • Designing project scope definitions and ensuring project scope is met
  • Lead projects for system upgrades
  • Act as prime resource for re-negotiation and renewal of major technology supply arrangements with Technology and Telecommunications companies
  • Ensures risk is closely managed and mitigated strategies are established and implemented
  • Ensures roles and responsibilities are well understood by all stakeholders
  • Managing the project planning and design process. Overseeing the implementation of projects using established ministry guidelines and public tender processes
  • Managing project expenditures in collaboration with the Province’s legal, risk management & insurance, procurement, finance, engineering and operations teams
  • Overseeing and designing processes to ensure value is delivered in accordance with contractual arrangements and payment to vendors does not exceed earned value.
  • The candidate will work collaboratively with subject matter experts to facilitate acceptance testing and commissioning of all projects. The candidate will support the Director in ensuring any ongoing vendor responsibility (warranty etc.) is duly met.
    The Senior Project Manager will also lead large special projects such as AFRRCS support of the G7 Summit and the Public Safety Broadband initiative.
