JOB SUMMARY

The Infrastructure Capacity Management Program (ICMP) is a new City initiative to ensure sufficient water, wastewater, and stormwater capacities to support increased rates development intensification across the City’s urban area. The program was approved by City Council in 2024 as part of the City’s new Infrastructure Master Plan.
As Senior Project Manager, Infrastructure Planning, you will: manage assignments supporting the development and implementation of the ICMP; work with City planning and engineering staff and local developers to establish priorities for reviewing growth-driven capacity needs in existing local infrastructure systems; contribute to establishing flow monitoring and system modelling priorities; manage studies to evaluate infrastructure capacities and identify capital projects; prepare project charters for design and construction; contribute to the development and implementation of capacity and overland flow tracking systems and related development review processes; evaluate and recommend project funding and financing alternatives; prepare reports to Committee and Council; direct and oversee ICMP work by junior staff; and liaise and coordinate the various ICMP activities with various City departments and the development industry.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Geoscience, or related field
Minimum of 8 years of related professional experience in water, wastewater and stormwater renewal and growth servicing planning and implementation

KNOWLEDGE

  • Applicable legislation and practices governing water/wastewater /stormwater infrastructure growth planning, rehabilitation planning, approvals processes and design (i.e. Planning Act, Municipal Act, Water Resources Act, Environmental Assessment Act, City Official Plan, City Master Plans, Class Environmental Assessment process, City design guidelines, development approvals process, development charges process)
  • Municipal infrastructure planning and design principles
  • Public consultation processes
  • Project management principles
  • Capital and operating budget processes
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

Desirable Qualifications:

  • Expert knowledge in an applicable technical specialty (i.e. urban planning, hydrology, hydraulics, hydrogeology, computer modeling, stormwater management, design project management, etc) as demonstrated by advanced academic qualification or significant direct experience

COMPETENCIES, SKILLS AND ABILITIES

  • Understand the use of technology support tools to achieve work objectives (GIS, design tools, internet based resources, models)
  • Prepare project and capital budget estimates for infrastructure studies and capital projects
  • Establish and complete effective public consultation processes
  • Consultant work specification, selection and project management of major multi-discipline infrastructure and planning projects
  • Understand initiate and carry out assignments with minimal supervision
  • Synthesize information from a variety of sources towards establishing future directions, research needs, information gathering needs, development trends, work requirements, etc., for effective infrastructure planning
  • Communicate effectively (directly, letters, reports) with elected officials, City staff, external agencies, private sector and members of the public
  • Strong knowledge of computer modeling tools including data requirements, results interpretation, model sensitivities, predictive modeling techniques and calibration techniques
  • Statistical analysis
  • Ability to work as an effective leader/team member in a multi-disciplinary technical environment
  • Manage personal workloads effectively to achieve objectives within time constraints
  • Good interpersonal skills – ability to work effectively with others in potentially confrontational situations
  • Undertake work in a thorough, reproducible, documented manner
