Job Description
The CAMH Queen Street Campus Redevelopment is a multiphase capital program which supports the transformation of lives for those affected by mental illness.
CAMH is a multi-site campus with two 3rd party FM providers with 30-year contracts each for “hard” facilities maintenance (FM) services. Carillion Health Solutions (CHS) is responsible for FM services of the three (3) Phase 1B buildings (540,000 sqft), occupied in July 2012, and Plenary Health is responsible for FM services of the two (2) Phase 1C buildings (650,000 sqft), occupied November 2020. In addition, 6 additional retained buildings are on campus and managed by CAMH Plant Operations & Maintenance.

This opportunity will support the Phase 1D Forensic project which is comprised of two projects that are currently underway;

  • Phase 1D (Forensic) – 1 building, approximately 523,000 GFA. This project will be delivered as a DBF project with occupancy anticipated 2029. Construction and design are underway.
  • Phase 1D (Research) – 1 building, approximately 375,000 GFA. Project will be delivered under a Construction Manager at Risk (CMAR) contract with occupancy targeted for 2027, construction started January 2024.

Reporting to the Project Director, the Senior Project Manager will lead and provide hands-on project management and contract administration during the planning, design, construction and close-out stages of the Phase 1D Forensic Project.
The Senior Project Manager will play a key role on the Phase 1D Forensic project and will be responsible to provide a significant portion of the hands-on coordination, planning, and execution of tasks required to manage the project. The Senior Project Manager will lead and execute project work streams independently and be accountable for the tracking of assigned project documents. The Senior Project Manager will lead the engagement and coordination of a variety of internal and external stakeholders as well as the facilitation of team/stakeholder meetings as required.
The successful candidate will possess excellent customer relationship skills, negotiations, team work skills, strong business acumen, demonstrated leadership skills, strategic thinking skills, project management skills, strong computer skills and excellent written and oral communication skills. Ability to work with people from diverse backgrounds and communities is essential. Direct, hands-on project experience during the construction stage is preferred as is technical and contractual knowledge of the planning, design and construction stages of hospital capital projects.

KEY ACCOUNTABILITIES:

  • Lead and execute project work streams as assigned by the Project Director and/or Senior Project Director
  • Accountable for project management and coordination within the Redevelopment Office Portfolio
  • Identify, document, and provide mitigation strategies for potential project risks and issues of importance and escalate to Project Director and/or Senior Project Director as appropriate
  • Facilitate all aspects of project team meetings including scheduling, development of agenda, leading meeting, and meeting minutes, ensuring follow-up of action items identified
  • Attend and participate in external stakeholder meetings as required to fulfill responsibilities, and prepare meeting minutes, ensuring follow-up of action items identified
  • Work with and manage on-site contractors, design teams and other consultants to manage project risk, update risk register and deal proactively with issues that arise
  • Update and maintain project data bases on Kahua, MS Sharepoint, and other platforms as required
  • Assist the Project Director and Senior Project Director on all areas required for project success

EDUCATION/SPECIFIC TRAINING:

  • Post-secondary degree in architecture, engineering, or related discipline
  • Working knowledge of project schedules, budgets, technical requirements, contract structure and other matters pertaining to project planning and implementation

EXPERIENCE:

  • 5-7 years of progressive experience playing a key role in large scale ($50M+), complex healthcare infrastructure projects, preferably related to P3 projects
  • Previous work experience with a general contractor is preferred as is a thorough knowledge of contract management in diverse environments
  • Advanced proficiency in Microsoft Office including Word, Excel, PowerPoint, Microsoft Project
  • Demonstrated experience with document storage management via MS SharePoint
  • Experience with document management and tracking with Kahua considered an asset
  • Experience with MS Projects scheduling software considered an asset
  • Experience working with diverse clients and stakeholders

Responsibilities:

  • Lead construction and commissioning activities and liaise with CAMH stakeholders as necessary.
  • Conduct Site Reviews/Inspections and preparing associated reports including project issues log, including deficiency review.
  • Review and assess progress against construction schedule and compliance with contractual documents
  • Oversee construction safety supported by the CAMH health and safety consultant.
  • Support technical oversight of the project focusing on mechanical, electrical, IT, structural, acoustics etc.
  • Develop work plans for project work streams as assigned by the Project Director and/or Senior Project Manager
  • Lead contract administration of assigned construction projects, including:
  • Track, document and be accountable for responses to Requests for Information (RFI’s) and hospital submittals using Kahua platform
  • Coordination and issuance of Site Instructions
  • Coordination and assistance with change management
  • Review, develop, and/or deliver reports, communications, and presentations (in written, verbal, or graphical form)
  • Review of construction documents, including drawings and technical specifications
  • Play an active role in the development and review of purchase orders, Request for Qualifications (RFQ), Request for Proposals (RFP) and Project Agreement (PA) associated with typical P3 projects
  • Assist with the preparation of Ministry of Health capital planning submissions
