About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
The Budget and Performance Reporting unit provides strategic budget and financial management accounting services to QFD. This includes the development of operating and capital budgets in collaboration with QFD business units, budget and performance reporting, analysis and forecasting services, budget maintenance, costing and investment analysis and assistance with funding submissions, as well as Treasury (budget) reporting activities including budget paper preparation.
Reporting to the Principal Finance Officer, you will be a key member of the team, contributing to the ongoing development, review and delivery of contemporary budget and financial management services to QFD in line with the Financial Management Practice Manual (FMPM) and best practice financial management policies and procedures. You will provide advice and support to regional senior executives and staff in relation to financial management issues and impacts to ensure QFD obligations and legislative requirements are met. You will be required to contribute to the financial performance reporting, forecasting, and analysis of various business activities across QFD to support informed decision making and enhance financial management service delivery.

  • Knowledge and understanding of financial management practices and processes within a complex work environment and/or qualifications in accounting or related disciplines.
  • Experience in supporting finance functions to meet legislative and audit requirements.

Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Manage and contribute to strategic and operational financial management services, ensuring financial information integrity is maintained and complies with legislation, standards, policies and practices.
  • Coordinate the preparation of annual operating and capital budgets, forward estimates, and analysis, reporting and forecasting of regional financial performance and position.
  • Provide high level advice to regional senior executive and staff regarding the development and monitoring of budgets and performance to ensure best practice and quality financial management outcomes.
  • Establish and maintain professional working relationships with internal and external stakeholders to support financial management initiatives, ensure governance is maintained and meet desired outcomes.
  • Research matters and prepare quality reports, submissions, correspondence and briefing notes on regional financial management issues and impacts, in accordance with departmental requirements.
  • Support the development and implementation of business improvement initiatives to enhance the efficiency and effectiveness of financial management practices and processes.
  • Work effectively in a professional environment, fostering teamwork and assisting in the ongoing development staff through leadership and performance management, and planning and review processes.
