Department of Justice and Community Safety (DJCS) Emergency Management includes the department’s emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
Emergency Recovery Victoria
Emergency Recovery Victoria (ERV) is responsible for state and regional relief and recovery coordination for all emergencies to help communities build back better and emerge stronger. ERV is a business unit within the Department of Justice and Community Safety. Working directly with impacted communities, all levels of government, agencies and industry, ERV coordinates real, effective and timely support that communities need to recover after a major emergency. As well as providing strategic leadership on whole-of-government relief and recovery activities and delivering state recovery outcomes. ERV supports locally led recovery efforts to support councils and ensure that community is at the centre of recovery.

WHAT SKILLS AND KNOWLEDGE SHOULD THE SENIOR REGIONAL PLANNING OFFICER HAVE?

Working effectively in situations under pressure, you will have the capacity to work across a wide range of agencies and communities, be a trusted relationship builder, have the ability to project manage, possess strong communication and interpersonal skills, be highly motivated, passionate and have the ability to forward plan in a highly complex environment.
You will be a self-motivated and committed individual, with initiative and the ability to adapt to changing priorities and work proactively to ensure the best use of time. You will have excellent administrative and organisational skills, as well as exceptional relationship management capability in order to liaise with a range of government, non- government and community stakeholders.

You will also have strong planning and report writing skills, and highly developed interpersonal skills. Experience working directly with diverse community groups and across multiple levels of government and shared service providers is desirable, as would experience and familiarity with community resilience and trauma-informed recovery following an emergency.

  • Knowledge of relevant government legislation.
  • Experience of emergency management activities, including a good understanding and the ability to work with regional and local government authorities.
  • A tertiary qualification in fields related to emergency management, community services, community engagement or business management highly desirable.
  • Experience in disaster recovery highly desirable.
  • A full driver’s licence is required due to the need to respond to emergencies across the State at short notice and outside business hours as required.

Responsibilities:

WHAT WILL THE ROLE DO?

The Senior Regional Relief and Recovery Officer is an integral part of the Regional Recovery team that manages divisional and regional planning and recovery responses for major disasters.
In this role, you will primarily be part of a team based in a geographical area, however it is expected you will have capability and capacity to work across multiple geographical areas to support relief and recovery operations and be able to be deployed by ERV (sometimes at short notice) to support relief and recovery operations in other areas of Victoria (and potentially nationally as required). You may be required to work outside of normal business hours and on operational rosters or ‘on call’ arrangements.

KEY DUTIES INCLUDE:

  • Support Regional Relief and Recovery planning and operations as required, across state-level priorities and municipal or community priorities.
  • Actively contribute to the research and problem solving of issues and evolving policy problems in recovery by collaborating with peers and stakeholders ensuring that emerging issues are identified and resolved in accordance with statutory responsibilities, emergency management and recovery governance arrangements, and government policy.
  • Assist local governments to optimise community outcomes including by assisting them to understand and excel at recovery funding protocols and processes.
    Please note: This role requires work-related travel across metropolitan and regional Victoria, on occasion at very short notice. Refer to the position description for more detailed accountabilities.
