WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

ESSENTIAL SKILLS AND EXPERIENCE

  • At least 2 years’ experience in the operation or maintenance of satellite ground terminals/stations, or related systems such as radars or Line-Of-Sight;
  • Essential basic experience of:
  • Antenna sub-system including; radome, feed horn, reflector, pedestal, waveguides, tracking receiver, servo and drive equipment, including fault diagnosis and repair;
  • Transmit and receive chains, including; up and down converters, Low Noise Amplifiers and High Power Amplifiers;
  • MODEMs, cryptographic equipment, routers and switches;
  • Computer-assisted Monitor and Control System (M&CS) for system supervision;
  • GPS-disciplined Frequency Reference Standards and associated distribution systems;
  • Fibre Optical cables and other tails systems;
  • In-depth knowledge of digital techniques;
  • TCP/IP fundamentals, video transmission principles and telecommunications quality assurance practices;
  • Testing and maintenance of modern communications systems;
  • Proven ability to communicate effectively orally, using tact and diplomacy, with good briefing skills.

DESIRABLE SKILLS AND EXPERIENCE

  • On-line performance, accounting, fault, security and configuration management of digital networks and associated transmission systems, to include; packet switching systems in support of voice & data transfer;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

EDUCATION

  • Higher vocational training in a relevant discipline with 2 years post-related experience, or, a secondary educational qualification with 4 years post-related experience;

Responsibilities:

Under the direction of the Shift Chief and Chief Technician, the incumbent will perform duties such as the following;

  • Operate and perform unit and field level maintenance and emergency interventions on the Satellite Anchor Component and associated communications facilities, and terrestrial links (DLOS, Fibre) terminating at the SAC site;
  • Maintain SAC site logs and ensure proper outage reporting;
  • Activate circuits in accordance with circuit work orders;
  • Operate/maintain data networks to provide reach-back/backhaul anchoring for deployed NATO forces;
  • Provide feedback to Chief Technician and Station Engineers for internal training program improvements, and ensure maintenance personnel comply with prescribed maintenance procedures;
  • Participate on On-the-Job-Training (OJT) programs to complement official NCIA Academy training program;
  • Perform all duties requested by Station Command, and related to daily functioning of the Site and position of the Site within NCIA, NATO, and the local community;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.
