Description:

QUALIFICATIONS:

  • Recognized relevant tertiary qualifications in Civil Engineering, preferably with Transport modules, or similar areas.
  • Professional Engineer (PE) license is a plus.
  • Minimum of 8-12 years of relevant industry experience in the field of transport planning/traffic engineering, within a consulting business environment.
  • Proven experience in managing a team of engineers, draftsmen, and road designers.
  • Strong project management skills with a track record of successfully delivering projects on time and within budget.
  • Excellent client management and communication skills.
  • Demonstrated ability to manage contractual matters and ensure compliance with project requirements.
  • Business development experience with a focus on forming partnerships and winning new projects.
  • Proficiency in traffic engineering software and tools such as Bentley Open Roads, Micro Station, and AutoCAD.
  • Strong knowledge in transport planning/traffic engineering including complex traffic management, construction planning, and transport impact assessments.
  • Experience with SIDRA Intersection and VISSIM is advantageous but not mandatory.
  • Ability to work independently, meet deadlines, and manage financial targets.

Responsibilities:

  • Traffic Plan Review: Thoroughly review and approve traffic plans, traffic diversion plans, and traffic control plans to ensure compliance with relevant standards and regulations.
  • Team Management: Lead, mentor, and manage a team of engineers, draftsmen, and road designers. Foster a collaborative and productive work environment. Be responsible for the performance and development of others by providing guidance, training, direction, and feedback.
  • Project Management: Oversee the delivery of traffic engineering projects, ensuring they are completed on time, within budget, and to the highest quality standards. Monitor budgets, control expenditure, and meet financial targets.
  • Client Management: Maintain strong relationships with clients (predominantly contractor and engineering partners) and authorities (predominantly LTA) and other relevant stakeholders, addressing their needs and concerns. Ensure clear communication and satisfaction throughout the project lifecycle.
  • Contract Management: Manage contractual matters related to project delivery. Ensure compliance with contractual obligations and address any issues that arise.
  • Business Development: Identify and pursue new business opportunities. Engage in business development activities targeted at contractors and engineering firms to form partnerships and win new projects.
  • Technical Expertise: Provide technical guidance and expertise in traffic engineering to the team and clients. Stay updated with industry trends, standards, and best practices. Conduct analysis of problems, consult with others, and develop solutions focused on technical excellence and sustainable transport outcomes.
  • Quality Assurance: Implement and maintain quality assurance processes to ensure the highest standards of work are consistently achieved.
  • Process Improvement: Develop and implement efficient processes for the delivery of traffic plans. Continuously evaluate and improve these processes to enhance efficiency and effectiveness.
