The standards for personnel to be considered minimally qualified regarding appropriate combinations of education, training, and experience to be a SharePoint Developer:

SKILLS:

  • Strategy & Business: Includes business planning, industry (KM) knowledge, organizational strategy development, design and alignment, risk management, conceptual thinking, problem-solving, business processes, process mapping, team building, assessments, leadership, and organizational management.
  • Communication & Interpersonal: Includes listening, negotiation, people management, facilitating teamwork, change management and organizational cultures, mentoring, and the ability to deal with ambiguity.
  • Ability to transform and improve processes by applying KM best practices and leveraging information technologies solutions.

REQUIREMENTS AND QUALIFICATIONS:

  • Must have an active Secret Clearance

Education/Experience Requirement:

  • Certification as Microsoft SharePoint Developer OR 3 years’ experience in SharePoint development
  • Bachelor’s degree from an accredited institution in business administration, business management, and strategic management.
  • Minimum 10 years of experience in providing planning, coordinating, and directing activities of administrative, program, and technical personnel.
  • Minimum 10 years of thorough understanding and experience in the complete Systems Development Lifecycle.
  • Minimum 10 years of providing direction for operations and ensuring compliance with all management policies, plans, and procedures.
  • KM program development and management.
  • Strategic Planning.
  • Providing planning, coordinating, and directing activities, ensuring compliance with all management policies, plans, and procedures.
  • Experience and knowledge in the use of Portals such as SharePoint and Collaboration at Sea (CAS) for information sharing and collaboration in support of KM.
  • Experience and knowledge in the use of Microsoft Office products such as Word, Excel and
  • Experience and knowledge in IT networking.

Support Hours: Applicant shall be available 40 hours per week during normal business hours, Mon-Fri, or as established by the RA. The facility is closed during local or national emergencies, administrative closings, or similar Government directed facility closings.
Place of Performance: The primary work location will be Naval Support Activity Roads (NSA) Norfolk, VA within Government facilities.
Travel: No travel is anticipated within CONUS and OCONUS locations in support of this contract.

Responsibilities:

  • Tool Development - Shall work with the C2F KMO to develop and refine requirements for KM-related tools that C2F requires to execute its functions as a fleet command. The contractor shall use these requirements to develop useful tools in Microsoft and other domains that will enhance KM at C2F. To accomplish this, the contractor shall have experience and knowledge of tools like SharePoint, Microsoft Teams, Collaboration at Sea, Microsoft 360, etc.
  • Schedule Management - C2F’s Battle Rhythm will be promulgated and shall be managed by the Knowledge Management Team. The command will use a single Battle Rhythm through which Staff Functional Teams and Cross-Functional Teams will coordinate their actions. The contractor shall assist the C2F KMO and C2F Battle Rhythm Manager in the daily management of combined C2F calendars. Shall act as an approver for room resources for all rooms assigned to C2F.
  • KM training - Shall take existing C2F KM practices and develop useful training for incoming C2F members as well as existing C2F members. The contractor shall assist the KMO in developing training guides, SOPs, etc., pertaining to new tools or updates to existing KM tools so C2F staff understand them and can communicate efficiently.
  • Administrative Management - Shall solicit inputs to existing KM processes, procedures, and other KM-related documents through existing vehicles such as the KM Working Group. The contractor shall validate these inputs against guidance from the C2F KMO and C2F COS and update these documents accordingly. The contractor shall work with the C2F KMO to develop exercise-related KM documents for any exercise in which C2F participates.
