Description:
REQUIRED QUALIFICATIONS:
- Graduate Degree in Management/Economy/Development Studies or relevant subjects in Social Sciences.
- Minimum 10 years of experience in disaster management related activities;
- Training in and proven understanding/application of quantitative and qualitative research methods.
- Experience in working with secondary data analysis/desk reviews.
- Solid understanding of the principles of emergency preparedness, response, and early recovery.
- Excellent time management skills and ability to organize multiple, simultaneous tasks, and deliver results within a specified period.
- Demonstrated analytical skills and written clarity, including the ability to understand complex concepts and problems and synthetize information.
- Demonstrated problem-solving skills and a results-oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Proven ability to work strategically to set goals and flexibility and creativity in realizing them.
- Outstanding coordination, communication, and interpersonal skills, including capacity to persuade and influence others, convey information effectively, as well as adjust actions in relation to others’ actions.
- Demonstrated capacity for sound judgement to consider the relative costs and benefits of potential actions to choose the most appropriate one.
- Demonstrated capacity to actively learn, understanding the implications of new information for both current and future problem-solving and decision-making.
- Fluent written and oral communication skills in English and Bahasa Indonesia.
- Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.

Responsibilities:
Under the leadership of the Lead Adviser for Regional Engagement, the consultant is expected to perform the following duties:
- Support and, where appropriate, lead on consultations with key Government institutions and relevant stakeholders in Indonesia and in the region to identify key opportunities and entry points for SIAP SIAGA to progress towards its eventual end of programme outcome on strengthening collaboration between Australia and Indonesia to support disaster risk management in the region.
- Support development of strategies and design activities to strengthen collaboration between Australia and Indonesia in the region.
- Initiate, develop and maintain relationships with key government and non-government partners.
- Work in collaboration with SIAP SIAGA teams in the design and delivery of activities and provide support and inputs to other areas of the program as needed.
- Support, where so requested, quality assurance for the delivery of activities.
- Work with the Knowledge, Performance and Learning team to ensure appropriate and effective monitoring and to capture learning.
- Provide relevant inputs for the purpose of reporting to DFAT, BNPB and other Government Partners, and the program steering committee.
- Prepare and deliver presentations as needed.
- Any other tasks as requested by, and agreed with, the Lead Adviser for Program 3.
