Please Note: This position has hybrid work arrangements. Effective September, 2023 employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.
About this Position:
The Fiscal Compliance Analyst is primarily responsible for the fiscal oversight, monitoring and audit of all county and State expenses for the SNAP and Summer EBT program. The position is charged with providing audit, evaluation and analysis of timely, accurate and relevant data required to effectively manage the programs within the scope outlined. Duties include: monitoring revenues, grant balances and appropriations; monitoring and auditing expenditure data for appropriateness; participating in Management Evaluations of county SNAP programs; producing timely financial summaries for management; communicating findings orally and in writing; and communicating with counties regarding their data and reporting of said data. This position supports various programs for fiscal and procurement activities. This position utilizes CORE, eClearance, Contract Management System (CMS), County Financial Management System (CFMS) and other information systems, to monitor and audit financial activities.
This role is necessary because of continued concerns by our Federal partner, the USDA Food and Nutrition Service (FNS), over the accurate and fair costs charged to SNAP by the state of Colorado and the counties herein. Other responsibilities include supporting the fiscal side of county management evaluations and contract and procurement management.

MINIMUM QUALIFICATIONS:

Option 1 - Experience:

  • Three (3) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

Option 2 - Substitutions:

  • Associate’s degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.AND
  • One (1) year of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

  • Budget, Accounting, and/or Auditing background with State or County government.

Responsibilities:

SUMMARY OF JOB DUTIES:

Fiscal Monitoring and Auditing:

  • This position is responsible for oversight and evaluation of the detailed fiscal activities in the Colorado SNAP. Implements, processes, and conducts the review and audit of SNAP operational expenditures, made by State organizations and Colorado counties, and Federal, State and external/grant revenue generation. Activities include ensuring that Federal revenue requirements are met; monitoring program budgets; auditing program expenses; executing and validating approved cost allocation methodology; proactively addressing issues or concerns about Federal funds; reviewing and analyzing monthly OIT Real-Time Billing and collecting and evaluating fiscal activities as part of Federal and State audit processes.
  • Audits state and county program expenditures for accuracy and suitability. Develops an audit program to sample, review and support applicable items for SNAP. Works closely with internal and external partners to identify and correct issues resultant from audits. Consults with partners to develop Corrective Action Plans and then monitors those plans through completion.
  • This position works within the CORE and CFMS systems to ensure expenditures are proper and correctly reported. Monitors data from CDHS systems to ensure accurate reporting of program data and expenditures. Monitors compliance with State and Federal rules and regulations, and escalates areas of concern to the supervisor. Provides reports with detailed financial information to program managers.
  • Consults with the Federal/State and county offices as the subject matter expert of program fiscal rules. Influences and persuades others to coordinate with the Department in areas of mutual benefit. Ensures that program needs are being balanced against the resources available. Provides technical assistance and training to county department staff, managers, supervisors and State staff on Federal, State and cash fund revenue issues and the allocation process.
  • Implements established fiscal review protocols, report templates, and provides technical assistance and training to staff necessary to implement the fiscal monitoring program. Provides consultation and technical assistance as the subject matter expert to others regarding the financial administration of programs.

Management Evaluation and Process Interpretation and Support:

  • Participates in Management Evaluation (ME) reviews following federal guidelines and priorities related to fiscal operations and in some cases, Electronic Benefit Transfer (EBT). Evaluates complex situations and processes and uses judgment to define deficiencies and compliance issues. Evaluates varied and detailed complex financial data and interprets compliance risk. The strategic and evaluative process includes preparing and developing a plan for the review based on an analysis of county performance through regular review of reports and data. Coordinates with the county to obtain critical information and interviews staff; conducts on-site reviews and observations; analyzes and documents findings and recommendations; prepares information for both the entrance and exit conferences; and provides input to a written, final report to the county director. Develops, with the county, a system for regular and on-going performance monitoring to ensure any deficiencies cited during the review are corrected in a timely manner. Interprets plans submitted to determine if processes will be improved to mitigate future risk.

OTHER DUTIES AS ASSIGNED:
