    Ignite Digital Services is seeking a Solutions Delivery Support candidate to provide outreach support on behalf of the Palmetto Tech Bridge and NIWC Atlantic to engage and inform small businesses in the regional area on the SBIR and STTR contracting process. This includes the development of relationships and networks with these businesses and informing them of the opportunities to pursue work through NIWC Atlantic by performing work under a SBIR awarded contract.

Responsibilities:

  • Conduct analysis of issues a variety of resources to carry out missions and functions and to serves as a subject matter expert, and advisor to the integrated project team (IPT) Lead on a wide range of higher-level strategic planning considerations to develop, integrate, execute, and manage project execution
  • Analyze information provided on identified challenges, substantive changes and doctrinal issues, and the recommended courses of action.
  • Serve as a strategic and long-range planner and consultant responsible for assisting in the research of strategic doctrine in support of the view of the future and implements detailed strategic policy, plans, initiatives and concepts related to critical and emerging technologies, C2 systems, communication systems, networking systems, cyber operations, intelligence, surveillance, reconnaissance, business systems, information security, and selected other activities based on broad guidance from key stakeholders
  • Coordinate and oversee development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs.
  • Evaluate and recommend planning strategies to develop, implement and sustain the strategic operations/project execution of the IPT
  • Work with data scientists, engineers, project Leads, and the IPT Lead to develop performance measurement tools and data collection methods for continuous monitoring of operational data to ensure that all programs are fully integrated and effective.
  • Ensure strategic planning evaluation and assessments adequately and effectively address and measure key customer and operational requirements for continual process improvements aligned with the strategic operations and planning of the IPT
  • Compile, perform, publish, and oversee a comprehensive analysis for each future program to prevent duplicate use of resources.

Strategy, Defense Planning Guidance, National Defense Strategy,

CNO Navigation Plan, NavalX, Palmetto Tech Bridge, and other agency planning documents

  • Ensure the state strategic execution plan remains synchronized with current topics, future initiatives and higher enterprise planning documents.
  • Analyze and recommend adjustments and changes to policies, programs, and projects to improve operations and efficiencies.
  • Review strategy, plans, policy, and operations to ensure they are clear, comprehensive, and in compliance with directives in achieving strategic and operational objectives and provide recommendations.
  • Engage and work with directorate strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities including capabilities analysis, demographic information, and ongoing transformation planning for out-year activities.
  • Provide direction and guidance to directors and staff in enhancement measurement tools and management improvement ideas.
  • Perform outreach and partner with industry, government, NIWC Atlantic departments, competencies, and IPTs to connect emerging technologies to the broader Department of the Navy enterprise goals

Minimum Requirements

  • Six (6) years of direct work experience with the use of information technology to develop and/or integrate complex data to support of three (3) of the following five (5) areas: requirements analysis; knowledge analysis; project management procedures including out year budgeting for programs involving OMN, FMS, OPN, SCN, and RDT&E monies; development of contract schedules, out year planning and POM budgets, compliance planning and program planning; knowledge of DoD standards and regulations like the FAR, DFAR, OPM requirements, and other business related regulations. Experience may be achieved simultaneously.
  • Experience with customer relationship management and problem / incident management to deliver quality service to application sponsors, stakeholders and users.
  • Experience leading teams in a rapidly changing environment
  • DoD security clearance

Salary: $100,000 + to align with education and experience
