POSITION OVERVIEW

This position functions as a Special Programs coordinator for the Forest Management Program and Timber Buyer Program; assists in the administration of the Forest Management and Timber Buy Programs and participates in the collected data that requires to be analyzed, publicized, and recorded; recommends and implements policies and procedures for the preparation, processing and tracking of documents related to the Timber Buyer program; assists in planning for the annual budget of the programs; maintains the online database of the FDA landowners, Timber Buyers Licensing and Harvest fee collections; and administers the planning and coordinating for the Forestry Division for field events and fairs.

SPECIALIZED SKILLS

  1. Requires extensive knowledge of the Forestry Development Act and Timber Buyer Act.
  2. Requires extensive knowledge of GIS/GPS mapping.
  3. Requires extensive knowledge of state and federal laws pertaining to forestry in Illinois.

MINIMUM QUALIFICATIONS

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

PREFERRED QUALIFICATIONS

  1. Extensive knowledge of the Forestry Development Act and Timber Buyer Act.
  2. Extensive knowledge of GIS/GPS mapping and developing.
  3. Two (2) years of working knowledge of state and federal laws pertaining to forestry in Illinois.
  4. Two (2) years of working experience using aerial photos, soil surveys, topo maps, and plat maps.
  5. Two (2) years of working experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
  6. Two (2) years of working experience using judgement and discretion in developing, implementing and interpreting statewide programs.

Responsibilities:

ESSENTIAL FUNCTIONS

  1. Under direction, functions as a Special Programs coordinator for the Forest Management Program and Timber Buyer Program:
  • Coordinates interaction between the public and the agency regarding the Forest Management and Timber Buyer Program.
  • Serves as a liaison to state and federal agencies and the public on matters of registration.
  • Attends and participates in meetings, conferences and workshops.
  • Organizes the goals and objectives of the Programs.
  • Provides conservation partners, private landowners and others with policies and procedures in regards to program.
  • Identifies opportunities for cooperation within special program areas.
  • Develops GIS/GPS mapping, spreadsheets and data bases to be transferred to various Federal and Statewide partners.
  • Works with Forestry field staff to manage and harvest timber from State Forests and other State owned lands.
  • Travels to attend meetings.
  1. Assists in the administration of the Forest Management and Timber Buy Programs and participates in the collected data that requires to be analyzed, publicized, and recorded:
  • Confers with management on the integration of program function activities to resolve administrative problems and program function improvements.
  • Develops spreadsheets with data collected to be presented to Federal and Statewide.
  • Interprets and reviews collected forms and receipts.
  • Explains data to staff, timber buyers and landowners.
  • Communicates with auditors throughout the year in regard to programs.
  • Interprets and analyzes maps and aerials to properly record and enter data into various spreadsheets and databases.
  • Communicates with the public, landowners, tax assessors, loggers and DNR staff regarding the location of landscape.
  1. Recommends and implements policies and procedures for the preparation, processing and tracking of documents related to the Timber Buyer program:
  • Reviews procedures to ensure Office is in compliance with State guidelines of the Forestry Development Act (FDA) and the Timber Buy Act (TBA).
  • Develops, suggests updates and changes to conservation laws and administrative rules regarding the Timber Buying Program.
  1. Assists in Planning for the annual budget of the programs:
  • Reviews the personnel management, program development and public relations to the funding of the program.
  • Facilitates online process for reporting harvest fees and license.

ESSENTIAL FUNCTIONS CONT.

  1. Maintains the online database of the FDA landowners, Timber Buyers Licensing and Harvest fee collections:
  • Creates and submits reports from the database.
  • Responds to inquiries and issues regarding the use of the database.
  1. Administers the planning and coordinating for the Forestry Division for field events and fairs:
  • Communicates with employees and industry leaders regarding event planning, venue preparation, deadlines and budget.
  • Supervises volunteer employees and supplies throughout the fair.
  • Responsible for ordering marketing materials.
  1. Serves as spokesperson for the Programs by providing general and legally required information to the public regarding the application process:
  • Plans, develops, and coordinates with other parts of the Office in support of the communication and public reporting functions.
  1. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
