Description:
GENERAL DESCRIPTION
Performs professional and technical work providing quality volunteer programs to enhance the County’s operational efficiency. Coordinates the flow of information and volunteers to assist in fund raising, community projects and activities. Provides placement of volunteers and donated goods before, during and after emergency situations. Work requires independent judgment and is performed under the general supervision of the HR Director.
MINIMUM QUALIFICATIONS
Requires a Bachelor’s degree from an accredited institution in Education, Social Science, Business Administration, Public Administration, or a closely related field and four years of professional (FLSA exempt level) experience in community relations or volunteer program management. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
EDUCATIONAL REQUIREMENTS
If your education was obtained in the United States, the County recognizes degrees or diplomas which are accredited by an agency recognized by the United States Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA). If you have obtained education from a country other than the United States, your degree or diploma must be evaluated to determine the United States equivalency by a member of the National Association of Credential Evaluation Service (NACES) or the Association of International Credentials Evaluations (AICE) at your expense.
Responsibilities:
- Ensure proper screening and placement of Orange County emergency certified volunteers.
- Facilitate and provide emergency response training to Orange County employees.
- Subject Matter Expert on County’s emergency response pay policy.
- Coordinate with departments, divisions, and the Office of Emergency Management to ensure emergency responder/volunteer service needs are met.
- Requires skills in logistics and staff placement for the required locations up to 50 at one time.
- Act as Lead during emergency activations that may require multi-day/night stays.
- Manage distribution of donated goods after an emergency including coordination with other Emergency Support Functions and non-profit organizations to establish distribution center(s) of goods and services.
- Manage efficient processes for tracking existing emergency certified staff and recruiting new county emergency certified staff/volunteers to activate during and after an emergency.
- Collaborate with Office of Emergency Management and other Florida counties in mutual aid arrangements if requested.
- Act as building’s safety liaison and coordinate safety training for all staff in the building in partnership with Risk Management.
- Update and maintain emergency building plan and Continuity of Operations Plans (COOP) for ESF15/HR.
- Coordinate community relations initiatives with the Mayor’s Office, County departments, and/or external agencies.
- Coordinate and enter County volunteer opportunities to the OCFLServes portal to promote and assist in recruiting volunteers for County and community partners.
- Provide information and referrals to the Supervisor of Election’s office for every-other-year election cycle.
- Coordinate and post employee specials and discounts for community partners on County Intranet.
- Other special programs and assignments by department Director.
