Description:

Certification/Approval, Audit and Continued Oversight

  • Ensure that all certification/approval and audit is managed effectively in line with stipulated guidelines and issue relevant certificates/approvals and/or recommend for certification/approval related to CAR 21 as per the Authority matrix.
  • Provide inputs into the process of developing the annual oversight (surveillance) program to ensure compliance with standards and regulations.
  • Ensure timely and up to date data in Q-Pulse (auditing system) to ensure compliance with GCAA’s roles and functions including but not limited to raising findings and attend to the auditee’s responses and action the documents change requests.
  • Ensure that investigations (e.g., ROSI) are carried out to determine the cause of incidents and prevent future occurrences and direct coordination with other disciplines (if necessary).
  • Lead an audit team when carrying out audits involving multi-disciplinary audits on clients to ensure proper conduct of audit as per standards.
  • Conduct and supervise investigation on legitimate airworthiness issues reported by individual/ public (e.g., through VORSY), to ensure accurate determination of root cause, corrective and preventive actions including formulation of safety recommendation to enhance individual/ public confidence on the UAE aviation system.

4.DESCRIPTION

  • Participate in regular internal and external meetings/forums related to Airworthiness/maintenance to facilitate stakeholder collaboration and to maintain an open channel of communication and discussion with stakeholders.
  • Support in establishing a resolution of safety concerns process, ensuring the organization response to address the safety concerns with an acceptable preventative measure.
  • Undertake and supervise the exchange of information with foreign stakeholders, such as the original equipment manufacturers, foreign regulatory authorities and other international aviation bodies on safety issues affecting the UAE aircraft /operators and aviation industry to share experience and to ensure UAE actions and contribution to the international aviation community.

Continuous Improvement

  • Participate in the review and amendment of Safety Affairs Procedure Manual to improve and create efficient process and procedure of safety oversight, to ensure compliance with ever changing standards and regulation, technology, and industry best practice to support the GCAA readiness to face the demands of the future aviation system.
  • Contribute to the identification of opportunities for continuous improvement of section systems, policies, procedures, processes, and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Supervising/Mentoring

  • Provide specialist advice on rules, regulations, best practice, and other applicable guidance to GCAA external and internal clients.
  • Supervise the development of safety regulation related to job area to ensure they meet national and international standards.
  • Provide on-the-job training and coaching to subordinate Inspectors to assist in their development program and maintain competence.

Internal Surveillance & External Audits

  • Implement corrective action raised against the Department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvement.
  • Support the administration of all auditing activities by external entities of Safety Affairs including ICAO, and IMS to ensure smooth and productive audit.

Document Management

  • Maintain a comprehensive record of relevant certification, reports, recommendations, and general documents to ensure an accurate record and evidence base.

Safety Policy / Safety Promotion and Culture

  • Assist in providing input into the identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set.
  • Provide advice, guidance, and recommendation to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/ incidents/accidents.

Policies, Systems, Processes and Procedures

  • Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster the safe and orderly growth of UAE Civil Aviation.
  • Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer service standards.
  • Assist the Manager / Director in preparing MOU, working arrangements and bilateral agreements with national and international bodies to promote / enhance safety and achieve GCAA partnerships
