This position is eligible for a hybrid work model. When attending an event or in-person meeting, your primary office location will be based out of Sims Square, 390 Brant St, Burlington ON. Work location is subject to change at the discretion of the City due to operational demands.
Position Overview
The City of Burlington’s Human Resource team is looking for an experienced Compensation professional to lead and facilitate an important job evaluation project for the City. This two year contract position within Human Resources will play a key role working closely with one of our unions to modernize and support the implementation of an updated job evaluation tool, re-evaluate new and existing job descriptions and facilitate the training of a new job evaluation committee to evaluate positions under the new tool.
The ideal candidate is expected to bring industry best practices, complete various data analysis including by not limited to a pay equity review for all applicable job classes and make recommendations to set the foundation for a pay equity compliant program. This job will report to the Manager of Total Compensation & Data Analytics and will provide hands-on expertise to revitalize our job evaluation practices in partnership with the union. Additionally, this position will be responsible for coordinating job evaluation training and lead the implementation of the job evaluation results. The City is looking for applicants with extensive public sector compensation and pay equity experience.
Responsibilities

As a subject matter expert in the compensation domain, the Specialist will:

  • Provide in-depth knowledge, expertise and guidance on job evaluation processes and best practices. The Specialist is familiar and experienced with all applicable government acts (such as the Pay Equity Act) and any legislative changes to ensure our program remains legally complaint and is well versed in labour market trends.
  • In partnership with the HR Business Partner, this position will coordinate updates to any and all applicable union job descriptions that will be put through the updated job evaluation tool.
  • Perform various forms of data analysis, audits and reporting such as a pay equity analysis, job evaluation factor analysis and any applicable sore thumbing review as part of the job evaluation process
  • Provide regular updates to the Manager of Total Compensation & Data Analytics in regard to the job evaluation project, milestones achieved and ensuring we remain on target for the planned implementation timeline.
  • Responsible for leading and facilitating the work of the Joint Job Evaluation Committee (JJEC), serving as the project lead, conducting training in collaboration with the union for any new committee members and ensuring updated job descriptions are reviewed by the JJEC in a timely manner.

Requirements

  • University degree in Human Resources, Business Administration or related field.
  • CHRP, CHRL, CCP or CEBS preferred.
  • Advanced project management skills to lead a project, set milestones, and map out a plan for implementation.
  • Minimum 4 years of progressive experience in total rewards administration in a complex, union / non-union public sector environment.
  • Progressive knowledge of Job Analysis/Evaluation, market analysis, applying statistical methodology and conduct pay equity analysis.
  • Advanced knowledge of Microsoft products, especially Excel, comfortable with writing/using formulas for various forms of data synthesis and analysis.
  • High degree of business acumen, diplomacy, tact and evaluative thinking.
  • Strong research, analytical, problem-solving skills and attention to details is an asset.
