Responsibilities:

PURPOSE OF THE POST:

The Specialist - ICT Budget Coordinator will be responsible for planning and monitoring the efficient and effective execution of Europol’s ICT budget to ensure that financial resources are allocated and used to best support the organisation’s technology needs.

FUNCTIONS AND DUTIES

The incumbent carries out the following main functions and duties:

  • Collaborate with ICT Managers to collect budget needs, estimate costs and ensure alignment with Europol’s needs and priorities;
  • Ensure the overall coordination and implementation of the ICT Department budget, including the implementation of budget transfers and contract management;
  • Create awareness of budgetary activities, budgetary rules/principles, policies and procedures and provide guidance to the colleagues in the ICT Department;
  • Monitor the implementation of the ICT budget, perform gap analysis and make suggestions on prioritizations and corrective actions to ICT Management;
  • Track current spending, anticipate future ICT expenditure, identify cost-saving opportunities and request budget transfers in case needed;
  • Prepare regular reports and provide financial insights and recommendations to support decision-making;
  • Maintain accurate records of relevant budget-related documents;
  • Organise and conduct budget review meetings with colleagues responsible for implementing commitments, payments and carryovers;
  • Support with activities and financial audits where the contribution of the ICT Department is required;
  • Act as an Operating Verifying Agent (OVA) or Authorising Officer (AOR) within the ICT Department;
  • Perform the annual accrual exercise, together with internal stakeholders of the ICT Department;
  • Act as main point of contact between the ICT Department and the Finance Unit;
  • Perform any other duties in the area of competence as assigned by line management.
