KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge and skill normally acquired through a post-secondary education in a related field, plus progressively responsible related experience in a complex, unionized environment.
- Knowledge and skill in adult education, learning principles and practices, instructional design, needs analysis, program delivery, measurement and evaluation tools. Ability to keep knowledge current.
- Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation (e.g., human rights, employment standards, accessibility, privacy, copyright).
- Knowledge, understanding, and technical competence with HR processes, practices, information systems, learning management systems, learning content management systems, and generating reports.

Responsibilities:
THE ROLE
Guides the corporate learning and development program to enable employees to grow their skills, knowledge, and abilities. Works closely with HR colleagues and business areas to establish learning opportunities that develop, upskill, and reskill staff to meet the organization’s changing needs.
Manages projects and initiatives that evolve the corporate learning and development strategy and the scope, scale, and impact of the learning and development program. Collaborates with key stakeholders across the organization to ensure appropriate subject matter experts are supporting the analysis, design, development, implementation, evaluation, and continuous improvement of learning, and that technology enables user-friendly, efficient accessing and tracking of learning and development resources.
DUTIES/RESPONSIBILITIES
- Develops relationships with HRC stakeholders and fosters a collaborative environment of innovation, integration, and change to achieve success.
- Researches and conducts assessments to identify and assess skill and knowledge needs for corporate learning and development programs. Consults with key stakeholders and makes recommendations on program alignment to ensure effectiveness, efficiency, integration, and standardization. Topics include but are not limited to: leadership, team building, communication, customer service, health and safety, wellbeing, diversity, equity, inclusion, and technology.
- Designs, develops, recommends, and implements policies, procedures, programs (e.g., tuition assistance), learning paths, curriculums, course content, learning aids, and evaluation tools to assess effectiveness. Facilitates corporate training programs as assigned.
- Recommends and implements continuous improvements and new resources.
- Provides advice and guidance to the organization on learning and development integration and effectiveness, and best practices in the delivery of adult learning and development.
- Reviews program content developed by others and provides advice to subject matter experts on best practices for researching, designing, delivering, disseminating, monitoring, and evaluating courses.
- Conducts meetings and presentations, and develops and maintains metrics and reports for use by departmental and senior leadership staff. Analyses data and provides insights and recommendations to inform decision-making.
- Manages learning and development communications and change management with other HRC subject matter experts, Corporate Communications, and stakeholders.
- Maintains integrity of corporate training courses and learner data within the learning management system; advises on best practices for managing courses and learner needs. As system administrator, makes recommendations for enhancements and upgrades for efficiency and effectiveness related to learning and development programs. Troubleshoots system issues with corporate and departmental information technology staff and vendors.
- Creates resources for users accessing learning systems. Provides orientation and support to departmental training administrators (e.g., entering/deleting specific departmental/divisional courses).
- Ensures learning and development activities and systems comply with collective agreements, policy, privacy, security, confidentiality, and employment-related legislation.
- Leads and project manages initiatives that include work groups made up of clients and internal/external stakeholders. Exchanges information with peers in other organizations (e.g., surveys, networking, benchmarking).
- Provides input into divisional budget planning; develops and maintains a training budget (in consultation with management); and makes recommendations when funds are under/overspent. Recommends purchasing learning and development resources.
- Performs related duties as required.
