Description:
QUALIFICATIONS
- Demonstrated ability to implement complex systems to ensure high quality program delivery, analyze data, make recommendations to improve ECE operations as they relate to personnel.
- Strong knowledge of Microsoft office and database systems to input information, maintain client and program data, generate reports, and create communications.
- Strong interpersonal, oral, and written communication skills. Bilingual Preferred.
- Knowledge of CDEC and HSPPS reporting and administration requirements.
- Knowledge of the service populations cultural and socioeconomic characteristics and the appropriate techniques and practices for the client population.
- Ability to interact effectively as a team member and independently with Agency staff and diverse client base.
- Ability to follow written policies and procedures. Reasoning ability to make suggestions and recommendations grounded in best practice theory.
EDUCATION and/or EXPERIENCE
- Bachelors degree (BA/BS) or equivalent from accredited college/university in a related field; and two to four years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

PURPOSE OF POSITION:
The ECE Operations Specialist manages the general personnel operations of Early Childhood Education (ECE) division. Implements and analyzes the systems necessary to ensure operational aspects of program to improve efficiency and effectiveness of ECE personnel documentation, background check requirements, and onboarding.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- In collaboration with other ECE staff, work to ensure successful daily operations of ECE programs.
- Responsible for initiating staff electronic files, coordinating maintenance with Center Directors & Administrative Team, and ongoing monitoring to ensure CDEC compliance.
- Updates HS & EHS Quarterly Personnel Reports and ECE Staff Matrix.
- Initiates state and federal fingerprint, sex offender, child abuse, and state-based background checks for prospective employees.
- Monitors ECE personnel background checks; submits paperwork and fees to ensure all checks are updated as required per CDEC.
- Obtains both initial and renewal background check reports, ensures follow-up as indicated, and distributes per agency policy.
- In charge of the onboarding process for new employees in conjunction with ECE and HR department colleagues to assure agency, state, and federal compliance.
- Monitors, tracks, and processes local, state, and federal personnel requirements as they relate specifically to the ECE program.
- Implements and analyzes agency policies & procedures as assigned to ensure compliance.
- Participates in the interview process and works with the hiring team to hire qualified applicants.
- Coordinates, tracks, and collects data for grant and agency reporting.
- Any other tasks or duties as assigned.
