Pay Range: $93,574 - $121,646 annual compensation

A Sr. Administrative Services Manager position is available with the City of Fort Worth Transportation & Public Works Business Support Division. This position reports to the Assistant Director and leads a team of 19 staff members that perform complex fiscal management of the department’s Capital Project portfolio, which routinely has over 700 active projects and expenditure budgets in excess of $1.5 billion. Fiscal duties in support of these capital programs include budget management, purchasing, accounts payable, accounts receivable, general ledger, grant management, capital project accounting, capital asset management, revenue management and forecasting, internal and external audit support.
MINIMUM QUALIFICATIONS:
- Master’s Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Requires at least four (4) years of increasingly responsible and complex administrative, fiscal, personnel and management experience including two years in a supervisory capacity.
PREFERRED QUALIFICATIONS:
- Five (5) or more years of supervisory experience, with at least (2) years specifically overseeing accounting operations, or five (5) or more years of previous experience in budget or accounting in a comparable local government environment.
- Experience in fiscal management related to capital project development and infrastructure.
- Knowledge of governmental accounting, financial accounting for capital projects funding and project capitalization
- Knowledge of PeopleSoft Financials (or similar ERP systems), eBuilder (or similar PMIS systems) and Bonfire (or similar procurement systems)
- Certified Government Finance Officer, Certified Public Accountant (CPA), experience as an Independent Auditor, or Accounting Degree
Responsibilities:
- Providing highly complex fiscal management of the department’s capital programs and projects. There are routinely over 700 active projects within our portfolio with expenditure budgets in excess of $1.5 billion.
- Fiscal duties in support of these capital programs include budget management, purchasing, accounts payable, accounts receivable, general ledger, grant management, capital project accounting, capital asset management, revenue management and forecasting, internal and external audit support.
- Community Facility Agreement or Developer Project fiscal management including forecasting and use of Gap funding.
- Public Works Procurement and Contract Management from bids to contract execution and change orders.
- Records Management that supports the retention requirements of our Capital Delivery.
- These duties are performed through 5 direct reports and a total team of 19 staff members that work very closely with program and project managers, inspection staff, other City departments, as well as external consultants and contractors.
- Strong operations background and an in-depth knowledge of the principles and practices of governmental policies, finance, management, and budgeting methods and concepts including a thorough knowledge of all federal, state, and local regulatory requirements that apply to the City’s financial and budgetary activities.
- Exceptionally versed in governmental accounting, can analyze and resolve complex financial issues, prepare complex financial reports, serve as a facilitator who can build a high level of trust and effective relationships to drive solutions with team members at all levels of the organization.
