Responsibilities:

GENERAL PURPOSE OF THE JOB

The Senior Telecommunications Analyst position installs, operates, programs and maintains hardware and software for a variety of telecommunications systems, including phone switches, call recording, conference phones, ancillary servers directly owned by the Telecom Team; assesses telecommunication needs; recommends system designs to meet department objectives; and performs related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Programs, analyzes and resolves problems related to telecommunications systems’ software and hardware.
  • Researches and evaluates the capabilities and costs of new and available technologies, and makes recommendations to the Telecommunications Engineers and Telecommunications Architect regarding improvements, purchases and cost-saving measures.
  • Meets with managers and service users to assess current systems, determine telecommunication needs, explain the costs and benefits of available options, prepare preliminary design proposals systems to meet agency needs, and coordinate installation with vendors.
  • Provides ongoing technical and operational assistance for all telecommunications systems serviced by the Telecom Team, schedules and oversees contracted maintenance and repair services, and provides consultation and assistance as assigned to system developers to ensure compatibility of systems around the village.
  • Administers call accounting systems by maintaining data bases, producing reports of calls, tracking calls as requested and resolving problems; analyzes system for cost effectiveness and recommends ways to cut maintenance costs and use revenue to enhance system performance.
  • Coordinates moves, adds and changes of telecommunication equipment per requests from ticketing system.
  • Installs and tests telecommunication components, including analog circuits, T1 lines, transmission lines, and circuit packs; operates and maintains data test equipment, analyzes telecommunications system data, and makes corrections to the system as needed.
  • Trains end users in the use of various kinds of telecommunication equipment in classroom and on-site settings.
  • Maintains the ticketing queue to keep Service Level Agreements within acceptable levels
  • Responds to technical emergencies during rotating shifts of on-call duty and performs spot checks of system security from home using company computer and VPN.
