Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Engineering is responsible for building and maintaining the majority of Metra’s fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems. The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Communications and Maintenance.
Reporting to Manager, Engineering Budget and Administration, the position supports the Capital Signal, Track and Building and Bridges divisions of Engineering and is responsible for the administration of capital projects including: forecasting program requirements and developing cost estimates, coordinating purchases and approving invoices, tracking assets and reporting valuations, implementing budget and quality controls and developing process improvements, preparing administrative and reporting functions, and performing duties as required to meet the on-going needs of the organization. The primary duties include work with managers and subject matter experts to estimate funding needed including man hours, equipment, materials, and supplies for annual and multi-year projects; and compile information into management reports. Run account expenditure reports to track project completion percentages, review and compare to work order reports for appropriate charges, and verify that deliverables meet project standards. Lead the department in developing methodologies for asset data collection and reporting; and collect and update data on the state of the department’s assets, review historical information and capital status reports, apply National Transportation Department guidelines to data collected, document collection methodology and source changes, and prepare reports. Create releases and track inventory expenditures for project purchases. Evaluate and document work procedures, review existing documentation to determine improvements, and update documentation accordingly. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Job Requirements

  • Bachelor’s Degree in Business, Finance, Planning, Public Administration, or related field.
  • In addition to #1 above, must have five years of experience that includes a combination of any of the following: budgeting, data or financial analysis, and project coordination.
  • Considerable knowledge of budgeting concepts, principles, and techniques.
  • Considerable knowledge of statistical and program analysis.
  • Good knowledge of accounting and forecasting principles.
  • Good analytical, organizational, critical thinking, and problem solving skills.
  • Good verbal and written communication skills.
  • Intermediate level skill in MS Excel and Word. Must be able to write compound formulas, consolidate data, use pivot tables and charting.
  • Ability to work independently, lead meetings, and manage projects.
  • Ability to complete assignments accurately and with attention to detail.
  • Ability to set priorities and meet deadlines.
  • Ability to assess operations, identify inefficiencies, and recommend improvements.
  • Must possess and maintain a valid driver’s license.
  • Must be able to operate a vehicle.
  • Must be willing to travel within Metra’s 6-county region.
  • Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
