QUALIFICATIONS:

  • Bachelor’s degree in business or human resources with four years of related experience, or equivalent combination of education and/or experience.
  • Professional HR Certification (PHR, SHRM-CP) preferred.
  • Ability to work independently, strong organizational skills and attention to detail is required.
  • Knowledge of federal and state employment laws & the ability to interpret, explain and apply employment policies, practices, and procedures.
  • Knowledge of employee relation best practices.
  • Ability to communicate (verbally and in written format) effectively and to interact well with people of all ages and diverse backgrounds.
  • Skills in collecting, compiling, evaluating, and analyzing data from a variety of sources.
  • Ability to present reporting data and possible solutions.
  • Skill in advanced tools in word processing, spreadsheet, & database applications for the development of reports, presentations & information dissemination.

Recruitment

  • Management of recruitment activity for all benefited and non-benefited faculty and staff. Manages the search approvals, drafting, and submitting job descriptions, external advertisements, salary determinations, and management of the University’s applicant tracking system. Represents the COE units by playing an active role in the talent acquisition process while partnering with the UD Talent Acquisition Team.
  • Develops and delivers COE New Employee Orientation with a 3-month follow-up to conclude the NEO.
  • Manages the entire onboarding process for all non-benefited College employees

Responsibilities:

Recruitment

  • Management of recruitment activity for all benefited and non-benefited faculty and staff. Manages the search approvals, drafting, and submitting job descriptions, external advertisements, salary determinations, and management of the University’s applicant tracking system. Represents the COE units by playing an active role in the talent acquisition process while partnering with the UD Talent Acquisition Team.
  • Develops and delivers COE New Employee Orientation with a 3-month follow-up to conclude the NEO.
  • Manages the entire onboarding process for all non-benefited College employees.

Payroll & Records Management

  • Point of contact for COE payroll and personnel records questions. Investigates issues and provides resolution to responsible party.
  • Manages HR and payroll transactions and maintains data integrity of employee records for the College through data review and the submission of the required webforms including JEDs, Position Change Forms, Supervisor Updates, Pay Additional Assignments, and S-Contracts.
  • Serve as the College subject matter expert for UD Workforce, FLSA, MOUs, and ACA regulations. Responsible for monitoring and maintaining compliance in ACA regulations, interacting daily with supervisors and the Financial Services Unit.
  • Partner with the HR Director and Sr. Business Officer on the merit review process.
  • Partners with the HR Director and the Compensation team on salary recommendations and pay equity.
  • Manages the tracking of all sabbatical leave requests and pay distributions and amounts.
  • Manages the Student Employee Mass Update (SEMU) process for over 100 graduate students on assistantships/contracts within and outside the College on a semi-annual basis.
  • Routinely collaborates with the College Financial Unit on salary and Labor Allocation Module distributions for changes to funding for employees.

Leave Administration

  • Ensures efficient and consistent compliance with University, Federal, State policies and guidelines in administering various types of leave such as FMLA, Parental leave, and Worker’s Compensation. Serves as a College representative in collaboration with the Central Leave Management Team and the employee’s management team.
  • Partners with the University’s Director of Disability Support Services for any Americans with Disability Act (ADA) workplace accommodation requests.

Employee/Labor Relations

  • Conducts stay and exit interviews and provides quality improvement feedback and recommendations to the HR Director where appropriate.
  • Employee relations intake, maintains files, documentation, and follows up with supervisors and employees accordingly during and after the issue has been identified.
  • Supports the supervisor and HR Director with the documentation and execution of verbal and initial written warnings in collaboration with UD Employee/Labor Relations.

General

  • Manages the work authorization processes (H1B/J1 visas, OPT/CPT, Permanent Residency) for the COE foreign national population in collaboration with ISSS. Serves as advisor to the PIs/Sponsors and the foreign nationals throughout the duration of the application and subsequently when they depart the College/country. Stays current on federal guidelines and issues involving countries that are experiencing delayed processing and approval times.
  • Serves as the Colleges certified Predictive Index Analyst for recruitment, team building, and conflict resolution.
  • Assists with the reclassification process. Review submissions and make necessary changes, ensure all documents are received to support the request. Submit to the HR Director for review.
  • Delivers training, troubleshooting and navigating support for multiple UD systems. UD Talent Link, webforms/views, UD PIN/password reset, My UD Settings, UD e-mail, and UD ID cards.
  • Manages the highly confidential background clearances (child protection registry, state and federal) for all COE employees entering schools or working with minors.
  • Partners with HR Director in creating and documenting HR-related processes and procedures and participates in the review and development and/or modification of operating procedures and systems.
  • Participates in committees and workshops to interpret and remain current on HR policies and procedures.
  • Performs other job-related duties as assigned.
