Salary: $2,757.39 to $3,604.17 bi-weekly ($71,967 - $94,068/year)

QUALIFICATIONS

University graduation in Business Administration, Public Policy, Finance, or in a related field, plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Supervisory experience is considered an asset.
Candidates without the required combination of years of experience and education may be considered at a lower classification and salary.

Responsibilities:

Reporting to the Director of Provincial Programs, Services and Initiatives, this position provides leadership on key strategic funding initiatives under the provincial budget, the ELCC Bilateral Agreement Annex, and the Alberta Canada Early Learning and Child Care Agreement. These initiatives are designed to support the Government’s goals and Ministry’s business plan related to improving access to quality, affordable child care for Alberta’s families as well as ensuring a highly trained and qualified Early Childhood Educator (ECE) workforce.
You will also lead and carry out projects to support the Ministry’s goal to provide an affordable, accessible and quality child care system for Alberta’s children and families. The position functions as part of a collaborative team and supports the work of the Branch by providing current and accurate advice, detailed data analytics, recommendations and support based on situational awareness and analysis of trends, research and opportunities.
As the Senior Program Analyst, you have expertise in Microsoft software including Excel, Forms, power queries, and Power BI as well as policy development, implementation and grant management. The incumbent is accountable for the effective administration of grant funding exceeding $1billion annually. Specific responsibilities include all aspects of grant management and administration including operations, payments, reporting, quality assurance and accountability to be meet the terms and conditions directed under the federal provincial child care agreements. Effective problem-solving, critical thinking, and essential decision-making skills are required while working in a politically sensitive and fast-paced environment.

As Senior Program Analyst, the following key activities include, but not limited to:

  • Data Analytics, Systems Performance/Monitoring, Compliance and Grant Management
  • Capacity Building, Development and Implementation
  • Risk Mitigation and Quality Enhancement
  • Provide research and advice, identify and synthesize issues, and develop integrated responses and recommendations to support innovative options for new funding child care initiatives.
