Description:

POSITION OVERVIEW

Work under the general direction of the Department Manager to perform full life-cycle contract administration responsibilities, which includes but is not limited to, oversight of RFP/RFQ analysis detailed financial/funding requirements, subsequent proposal preparation, review/support, negotiations, post-award contract set-up and administration, and contract closeouts, all in accordance with company policies, legal requirements, and customer/contract specifications. Prepare in-depth reports and executive presentations. Perform third party sales. Strong written & verbal communication and interpersonal skills is a must.

QUALIFICATION REQUIREMENTS

Six years previous proven work experience in performing all aspects of contracting and RFP/RFQ exercises.
Extensive Excel experience, to include pivot table knowledge.
Knowledge of legal requirements involved with contracts.
College degree preferred.
Ability to be Ability to pay strict attention to details, excellent organizational skills, strong computer skills, and strong communication skills.
Ability to work independently as well as a team member.
Ability to represent the company is essential.

Responsibilities:

Responsible for the following functions:

  • Prepare and coordinate Request for Proposals and perform analysis of bids received.
  • Prepare, examine, analyze, negotiate, and revise contracts.
  • Demonstrate a strong attention to detail along with the ability to discover potential risks for company.
  • Analyze price proposals, market value, and other data to determine reasonableness of prices.
  • Conduct contract reviews and provide red-lined recommendations to vendors to bring agreements into compliance with company requirements.
  • Explain terms and conditions to managers and interested parties.
  • Ensure that employees understand and comply with company contracts.
  • Maintain and manage the contract database.
  • Create new requested reports or modify existing reports.
  • Coordinate with 3rd party contacts on quotes, create sales transactions in PHI’s MRP system, and manage sale through completion.
  • Ensure all deadlines and conditions described on contracts are met (e.g. payments and logistics).
  • Prepare amendments, resolve problems, and terminate and close out contracts.
  • Work with various departments on contract financial, legal or insurance requirements, and to analyze potential risks that legal agreements and contractual revisions may pose.
  • Handle the revising, processing and executing of contracts, licensing agreements, nondisclosure agreements, memorandums of understanding and other legally binding agreements as required.
  • Creates project related Purchase Orders.
  • Ensure maintenance of accurate, thorough contract records and help to facilitate efficient interdepartmental communications related to assigned areas.
  • Support company initiatives, record keeping, administrative tasks and other miscellaneous projects and reporting requests as needed.
  • Responsible for the professional development and well-being of department employees.
  • Accountable for ensuring corporate Safety Management System activities are being effectively applied by staff personnel within PHI.
  • Promote PHI’s Destination Zero initiative.
  • Any other duties as assigned.
