GNERAL SUMMARY:
The Water Conservation Staff Analyst at Houston Public Works plays a vital role in supporting water conservation initiatives by integrating analytical, administrative, and customer service functions within the broader context of water management. The role involves utilizing diverse software programs and online research tools for conducting detailed analyses, maintaining data, generating reports, coordinating information, responding to customer inquiries, and preparing grant and award applications. This position provides analytical, administrative, and management systems services to managers and higher-level staff within the Houston Water Planning branch.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Responsibilities:
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Investigate and provide recommendations to address water conservation issues of medium complexity and sensitivity within the Houston Public Works domain.
Research and write grant proposals to secure funding for water conservation projects and initiatives.
Take on limited management responsibilities for specific functions, units, or programs related to water conservation initiatives.
Compile data related to water conservation efforts and interpret results to formulate conclusions and recommendations.
Develop reports, special documents, or publications as assigned, focusing on water conservation strategies and outcomes.
Undertake special projects related to water conservation, dealing with financial, administrative, professional, and community issues of simple to medium complexity.
Represent the supervisor at meetings and functions to gather information on water conservation initiatives and handle highly confidential information related to water conservation programs.
Prepare, edit, and revise department policy and procedure manuals specific to water conservation practices.
Respond to correspondence and requests for information related to water conservation, as assigned by the supervisor.
Participate in the development of water conservation management and administrative policies, procedures, and master plans with short and long-term objectives.
Analyze and review management practices and procedures, providing recommendations for improvement in the context of water conservation.
