Description:
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized college or university in engineering (Chemical, Mechanical, or Environmental preferred; other engineering degrees considered with appropriate environmental background).
Experience: Three years’ technical or professional engineering experience with at least one year of experience in air pollution control engineering preferred.
License/Certification: Possession of a valid driver’s license and/or have access to transportation for statewide travel.
PREFERRED QUALIFICATIONS:
Experience in regulation of stationary sources of air pollution that includes the interpretation and application of state and federal air pollution control laws, regulations, policies, and guidance.
The desire and ability to achieve program objectives by:
- applying critical thinking and recommending approaches;
- managing multiple work priorities in a well-organized and effective manner;
- expressing ideas clearly and concisely in oral, written, and graphic form; and
- establishing and maintaining effective working relationships with stakeholders including coworkers, the regulated community, consultants, interest groups, and the general public.

Responsibilities:
Conducts technical engineering review of stationary sources, area sources, or devices emitting air pollutants pursuant to determine whether and under what conditions they can be installed or operated in compliance with state and federal air pollution control regulations.
• Conducts site visits to stationary sources for the purposes of determining applicability of state and federal regulations or to offer technical assistance.
•Makes applicability determinations of state and federal regulations based on the information provided in the application or information obtained from the stationary source or through site visits.
• Prepares draft and final permits and other documents such as application review summaries, letters, orders, memos and presentations as necessary.
• Testifies at public hearings as an expert witness.
• Evaluates and responds to comments from stakeholders such as the public and USEPA with respect to air permit applications and associated NHDES decisions.
• Prepares referrals to the Compliance Bureau on compliance related matters that the Bureau discovers through its work such as reviewing applications or visiting sites.
• Communicates with stakeholders including the regulated community, consultants, interest groups, and the general public on air pollution matters.
• Assists in the development of interpretations and procedures regarding implementation of air pollution control requirements for stationary sources such as permit and rule applicability, application review procedures, decision issuance procedures and permit content.
• Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
