ROLE OVERVIEW: COMPLIANCE WITH BUILDING SAFETY ACT 2022 (BSA), REGULATORY REFORM (FIRE SAFETY) ORDER 2005, FIRE SAFETY (ENGLAND) REGULATIONS 2022, LOCAL AUTHORITY ENFORCEMENT ACTION

The Statutory Compliance Manager will be responsible for ensuring that the organisation (and client) meets its legal and regulatory obligations relating to fire safety regulations, enforcement action, and building safety, particularly with regard to the BSA, safety cases, and the golden thread of information principles. This role presents a unique opportunity to work on one of the largest residential portfolios in the UK, owned by a major institutional investor. You’ll have the chance to collaborate closely with a wide variety of real estate professionals and stakeholders across the real estate sector, contributing to the portfolio’s success and growth. Pivotal in maintaining compliance with the BSA and all associated fire safety regulations in England, the role holder will assist with creating and maintaining up-to-date safety cases, ensure compliance with enforcement notices from the Fire & Rescue service and Local Authorities.

KEY RESPONSIBILITIES:

  • Fire Regulations (England):
  • Ensure compliance with the Regulatory Reform (Fire Safety) Order 2005 as amended, and all associated fire safety legislation for buildings within the portfolio.
  • Ensure compliance with Fire Safety (England) Regulations 2022
  • Coordinate with fire safety consultants, local fire authorities, and building owners to implement fire safety measures.Report internally and regularly engage with the client(s), advisers and wider professional team.


    • Building Safety Act 2022 (BSA) – Safety Case and Golden Thread:

    • Support the development and submission of safety cases for all relevant buildings under the Building Safety Act.
    • Manage the creation and maintenance of the golden thread of information on client’s risk management platform to ensure accurate, real-time information, documentation and data of building safety data throughout the building’s lifecycle. Ensure that safety cases clearly articulate the identification and management of building risks, safety systems, and mitigation strategies.
    • Regularly review safety cases to ensure they remain up to date, compliant with legislation, and relevant to evolving building safety requirements.Collaborate with client’s technical teams to ensure the integration of safety principles and the golden thread in all building operations.


      • Enforcement and Compliance:

      • Serve as the point of contact for external regulatory bodies, including the Building Safety Regulator, Fire & Rescue Services, and local enforcement agencies.
      • Lead and manage response to regulatory inspections, audits, consolations, notices, etc. to ensure all statutory requirements are met.
      • Identify, design and implement and supervise corrective actions following enforcement notices or audits to remedy any identified non-compliance.
      • Coordinate input and responses from internal and external teams to ensure robust information is provided in all circumstances.
      • Provide reporting on the progress of all live actions which are subject of any enforcement or improvement notices.
      • Maintain comprehensive records of all enforcement action, including key dates, actions and responsibilities to ensure compliance is achieved.KEY REQUIREMENTS:EDUCATION:
      • Health & Safety, Risk Management, Engineering, Surveying, Fire Safety, or related field (or equivalent experience in the sector).
      • IOSH or similar safety management certification (or equivalent experience in the sector)EXPERIENCE:
      • Proven experience in fire safety, building safety, or statutory compliance and project management.
      • Demonstrated experience working with fire regulations in England and implementing the requirements Building Safety Act (2022).
      • Familiarity with safety case management, the golden thread principles, and the practical application of the Building Safety Act.
      • Experience dealing with regulatory bodies and managing enforcement actions.
      • Strong project management and organizational skills.SKILLS:
      • In-depth knowledge of fire safety legislation, Building Safety Act, and relevant regulations.
      • Strong understanding of safety case development, risk management, and golden thread digital record keeping.
      • Excellent communication and leadership skills, with the ability to present complex information to both technical and non-technical audiences.
      • Proficient in using digital tools and software for safety case management and documentation.PERSONAL ATTRIBUTES:
