Description:

The New Hospital Programme (NHP) Finance Directorate supports and enables the delivery of NHP’s strategic objectives by ensuring that NHP’s finances are managed appropriately in the short, medium and long-term, ensuring there are robust controls in place to manage risk, proactive stakeholder engagement and effective financial management (including ownership of workstream budgets and agreeing capital envelopes).
The NHP Finance Strategy & Operations team is a rapidly growing and supportive team looking for a high performing, adaptable finance professional who can establish themselves quickly.
As a Strategic Finance Manager within the NHP finance team, the post holder will provide support to ensure that the NHP lives within its longer-term funding profile (from 2025-26) and delivers value for money through its stewardship of available resources. This includes capital and revenue.
The post holder will have accountability and responsibility for developing and maintaining the Programme’s medium-long term financial plan.
Specific requirements of the role will be tailored to suit the knowledge, skills & interests of the successful candidate. However, responsibilities of the role will cover the following areas:

FINANCIAL STRATEGY & NEGOTIATIONS:

Coordinating with NHS Finance, DHSC and HMT on all matters relating to long-term financial planning
Develop & maintain the Programme’s medium-long term financial plan, ensuring alignment to the Programme’s agreed funding profile and high-level plan, implementing regular review points to refresh the plan as necessary
Support the sponsor team in negotiations with DHSC and HMT around the RDEL and CDEL limits for the NHS and future funding requirements including contributions to NHP Programme Business Cases and Spending Review submissions
Strategic Modelling
Development, maintenance & use of financial models for short and long-term analysis
Development & maintenance of key financial assumptions, alignment of assumptions between financial modelling, negotiations, policy etc
Support to and close working with teams producing other long term models
Flexible financial modelling resource to wider finance team
Strategic Finance Policy
Lead projects to implement areas of change to financial framework or financial strategy
Provide strategy & policy development support such as financial analysis, & guidance on implementation through allocations and financial guidance
Advice on key cost drivers such as inflation impacts, optimism bias, and contractual negotiations
