QUALIFICATIONS AND EXPERIENCE REQUIRED
Education: A master’s degree or equivalent in one or more of the following disciplines: political science, economics, international affairs, public administration, social sciences, development studies, or any other field related to international development or humanitarian assistance
Experience: Between 5-8 years of working experience in development, consultancy, research, humanitarian response would be preferable. Working directly in or with WFP operations is an asset. Previous work experience in various country contexts and with partnerships management strongly preferred. He/she will have basic knowledge of resource mobilization
Knowledge and skills: The ideal candidate will have diverse mix of experience related to the portfolio, and would benefit from familiarity with WFP’s operations, policy, planning and partnerships. The candidate should have a multidisciplinary and versatile professional experience, working in various sectors. He/She should be a self-starter, organised, flexible and comfortable with working with multiple internal and external actors and to tight deadlines. Strong writing, analytical and research skills; good interpersonal skills, teamwork spirit and ability to work in multicultural settings; superior cognitive capacity.
Languages: Proficiency/level C of English (requirement); Proficiency in at least one other WFP working language(s) desired (French, Spanish, Arabic, Russian, Portuguese, or Chinese)
Responsibilities:
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP’s strategic engagement with national governments, International Financial Institutions (IFI) and knowledge actors is part of a corporate initiative to expand and diversify partnerships to support countries achieve the Sustainable Development Goals (SDG), particularly SDGs 2 and 17.
Within a constrained funding environment, WFP is partnering with Programme Countries to augment and diversify their resource contributions to WFP. This corporate effort has resulted in a record number and value of agreements with national governments and IFIs.
WFP is pursing an expansion fron Programme Country partners financing in-country operations to providing resources to other WFP operations. To ensure effective and coherent resource mobilization efforts, and the provision of consistent guidance and support, to Regional Bureaux and Country Offices, the Strategic Partnerships Consultant will work with the Multilateral and Programme Country Partnerships (MPC) Country Support and Contracting teams. The Consultant will provide guidance for the development of tailored partnership strategies upon demand, including developing corporate guidance with input from Regional Bureaux and Country Offices. The consultant would also support the forecasting and registration processes.
Working under the strategic guidance of the Director, the Consultant will report to the Strategic Partnerships Officer (P4).
ACCOUNTABILITIES/RESPONSIBILITIES
Map the Programme Country portfolio for priority countries to engage for resource mobilization, in coordination with Regional Bureaux Advise and support WFP Country Offices/Regional Bureaux engaging with Programme Country Governments who are seeking to provide Zero Hunger solutions to other countries. Co-ordinate with WFP Country Offices in developing partnership approaches with Programme countries. Undertake technical or advocacy missions to COs to facilitate and promote engagement, including trainings and lessons learned exercises. Develop resource partner introduction to WFP, including mandate, operations, systems, rules and regulations. Provide strategic advice to senior management to support engagement with governmental authorities (local, subnational, and national). Analyse the forecasting and registration processes, in close coordination with the Country Office and Regional Bureau counterparts, as well as the Contracting team. Identify RB/CO guidance needs and work closely with counterparts to develop and disseminate relevant guidance at the different levels. Support the Contracting and Negotiations team in managing Programme Country engagements in project development and agreement preparation in coordination with Country Offices, Regional Bureaux, and other WFP divisions Undertake any other duties as required by MPC Director, in line with the Terms of Reference and purposes of strategic partnerships.
