JOB SUMMARY:

As the Supervisor Business Services and Strategic Planning, you will report to the Manager, Policy and Program Planning and oversee and coordinate section, divisional and corporate initiatives and operational projects and programs related to: social, Indigenous, innovative and sustainable procurement; business process re-engineering; systems sustainment; performance measurement; and strategic planning.

KEY QUALIFICATIONS:

  • Post-secondary education in public administration or a discipline pertinent to the job function, or an equivalent combination of education and experience.
  • Considerable experience in program management.
  • Experience in one or more of the following areas: business and strategic planning; business process re-engineering; benchmarking and performance measurement; and program evaluation.
  • Experience supervising staff with the ability to monitor, motivate, develop, and evaluate assigned staff and handle day-to-day personnel issues.
  • Experience leading multiple and diverse projects in a detail- and deadline-oriented environment.
  • Experience in the development, implementation and maintenance of dashboards, reports and other analytical/business intelligence tools.
  • Ability to prepare comprehensive reports, briefing notes and professional presentation material.
  • Understanding of public procurement-related legislation and policy, including social and sustainable procurement, would be an asset.
  • Knowledge of Indigenous cultures, contemporary and historical issues, including awareness of cultural teachings and experience working closely with Indigenous communities would be an asset.
  • Knowledge of the Occupational Health & Safety Act and Regulations, Collective Agreements, and related Employee and Labour legislation.

Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Develops business cases and operating/capital budget(s) and oversees all finance related activities, ensuring expenditures are controlled and maintained accurately in SAP.
  • Executes the delivery of divisional programs in the following critical areas: social, Indigenous, innovative and sustainable procurement; business and strategic planning; business process re-engineering and systems sustainment; performance measurement and business analytics; and communications.
  • Leads operational projects and completes deliverables on schedule and within budget.
  • Oversees assigned operational projects, ensuring effective teamwork and communication, high standards of work quality, organizational performance, accountability and continuous learning.
  • Develops and implements effective and innovative solutions to meet divisional and client needs in the areas of business transformation (i.e. digital modernization, process changes) and change management.
  • Deals with confidential and sensitive information affecting staff, resources and finances related to divisional processes, functional policies, programs and strategies.
  • Leads the development and maintenance of performance measures, dashboards and utilization of data analytics for operational performance analysis and advances recommendations for service delivery improvements.
  • Identifies and/or develops sustainment models that provide the best fit for the division, program areas and client divisions, and provides change management services, ensuring a consistent approach across all program areas.
  • Provides ongoing leadership by using effective techniques to recommend and implement change management strategies in order to improve system adoption, efficiency, effectiveness and accountability
  • Works with divisional management, sector partners and others to promote innovation.
  • Develops and oversees agreements and other key procurement activities with clients (i.e. Divisions and ABCC’s) to ensure partnerships and service levels are identified and met, issues are addressed and client satisfaction is maintained.
  • Ensures integrated and consistent communications, issues management, and responses to existing and emerging issues in accordance with accessibility and equity and reconciliation lens.
  • Ensures operational and administrative processes within the division are adhering to regulatory and quality assurance standards.
  • Undertakes initiatives to develop, maintain and implement processes and mechanisms to strengthen the Division’s internal controls, oversight and compliance and to support client divisions to improve compliance.
  • Informs the design, development and implementation of program changes, new program structures or pilot projects to better support operational and strategic goals.
  • Carries out cross divisional/service area initiatives/issues requiring coordination and response on behalf of senior management for larger scale initiatives.
  • Tracks council decisions, related reports and activities which impact projects/initiatives, and provides advice and analysis on their implications to senior leadership.
  • Provides strategic guidance and advice to divisional leadership and client divisions in the areas of: social, Indigenous, innovative and sustainable procurement; business and strategic planning initiatives; benchmarking and performance measurement; procurement best practices; and program evaluation.
  • Represents the division on key divisional and corporate initiatives and maintains effective working relationships with senior management both internal and external to the division, divisional staff, external boards and agencies, other levels of government and suppliers.
  • Provides evaluation, documentation and implementation of streamlined business processes for implementation across the division.
  • Participates, supports and provides subject matter expertise to the Manager, Director and Chief Procurement Officer with enterprise-wide initiatives affecting social, Indigenous, innovative and sustainable procurement.
  • Recommends and establishes organizational changes to meet organizational/service area/divisional objectives.
  • Maintains a thorough and continuous knowledge of City and divisional policies, initiatives and operational issues.
