Description:

Under the general supervision of the Maintenance Branch Head, the Supervisor – Civil Maintenance directs and coordinates activities of the Civil Maintenance section and is responsible for the planning and execution of work related to the civil maintenance of the Water and Waste Department’s sewage collections, sewage treatment and land drainage collections facilities, buildings and roadways.

As the Supervisor – Civil Maintenance you will:

  • Evaluate required maintenance/repair needs as to materials, equipment and manpower required, methods to be used and time frame for completion.
  • Plan, schedule and coordinate work to be undertaken and assign appropriate resources.
  • Track work completion, inspect facilities and maintenance work performed, identify deficiencies, deal with problems and initiate corrective actions, as required.
  • Estimate costs and time requirements necessary to perform repair and maintenance operations.
  • Ensure the efficient utilization of staff and cost effectiveness in all operations.
  • Plan and coordinate maintenance work with other maintenance sections, operations staff, contractors, consultants and other utilities.
  • Instruct employees in proper operating and maintenance procedures.
  • Participate in the development and implementation of preventative maintenance programs.
  • Prepare and review technical reports and specifications and provide input and expertise in the design or modification of plant facilities.
  • Prepare estimates for the Branch’s annual operating budget and control expenditures.
  • Maintain records and requisitions materials, parts and equipment.
  • Oversee procurement and ensure adherence to Materials Management policies for the section.
  • Perform general administrative duties within the Branch and prepare reports on operational and administrative matters.
  • Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  • Perform other related duties consistent with the position, as assigned.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Must be a graduate in Civil Engineering Technology, or related field, (Technologist Diploma – Municipal preferred) from a recognized Institute of Technology.
  • Must be eligible for membership in C.T.T.A.M. (Certified Technicians & Technologists Association of Manitoba) as a Certified Engineering Technologist (C.E.T.) within 12 months of the appointment.
  • Five years’ directly related experience in the civil maintenance field, preferably in wastewater operations.
  • Proven construction/building experience.
  • Thorough knowledge of the technical principles, trades practices and technology relevant to civil maintenance responsibilities.
  • Knowledge of the properties and characteristics of various materials, chemicals, gases and liquids and the application or hazards of same.
  • Demonstrated experience using OWAM, PeopleSoft and Microsoft Office software including Excel, Outlook and Word.
  • Demonstrated ability to read and interpret drawings and technical specifications.
  • Demonstrated ability to work with a minimum of supervision, and to prioritize work and to effectively supervise staff effectively and efficiently, and maintain productivity standards.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Demonstrated ability to communicate effectively both verbally and in writing and to keep records and prepare reports.
  • Demonstrated knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the Branch’s area of work.
