JOB DESCRIPTION:
Reporting to the to the General Supervisor, Construction and Maintenance, Facilities and Equipment Maintenance, a Section of the Solid Waste Management Services Division, the incumbent will be responsible for planning and executing capital projects, and supervising construction and maintenance related tasks within the Division’s seven (7) transfer stations; four (4) Maintenance and Collections Yards; and 160 closed landfill sites, as part of the Transfer Processing & Disposal Operations Unit.
KEY QUALIFICATIONS:
- University or college graduate in a discipline relevant to the responsibilities (i.e. Engineering, Technology, Science/Applied Science, or a college diploma in a discipline relevant to the responsibilities (i.e. Engineering Technology, Project Management, or an equivalent combination of education and experience.
- Experience and knowledge in the application of the technical disciplines typically involved in the Solid Waste Management Services Division’s capital projects (i.e. civil, mechanical, electrical)
- Experience and knowledge in the application of the principles and practices of project management, contract management and construction projects.
- Experience in management of construction projects.
- Experience as a fully accountable project leader whose responsibilities include service delivery, financial and project management within a team environment.
- Considerable Supervisory experience gained through years of progressively more responsible positions in Solid Waste Management Services or related field that includes the functions and administration of facility operations, project execution, planning or management.
- Considerable experience with CMMS and CAD programs
- Proficient in the use of corporate computer software applications (i.e. Microsoft Office Suite,)
- Ability to read and interpret schematics, drawings, and blueprints.
- Knowledge of purchasing procedures, By-laws, policies, and guidelines
- Demonstrated experience working with unions, knowledge of the Collective Agreement (Toronto Civic Employees’ Union Local 416 and Canadian Union of Public Employees Local 79) and related Labour Legislation, corporate standards, policies, and practices.
- Knowledge of federal, provincial, and local codes and ordinances pertinent to building and property maintenance, design, and construction. (i.e Ontario building Code (OBC), AODA standards, Ontario Fire code, etc.)
- Significant knowledge of the OHSA, applicable regulations and legislative requirements
- Must possess a valid Ontario Class “G” Driver’s Licence and ability to obtain a city driver’s permit.
Responsibilities:
- Develops, reviews, and implements detailed plans and recommends policies/procedures regarding program-specific requirements.
- Supervises, motivates, and trains assigned staff to foster effective teamwork, maintaining a high standard of work and organizational performance. Promotes continuous learning, encourages innovation among team members.
- Supervises the day-to-day operation of all assigned staff including the Planning, scheduling, assigning, and reviewing of work. Authorizes, approves and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances, conducts investigations, and recommends disciplinary action when necessary.
- Provides leadership for projects, ensures effective teamwork and communication, manages stakeholder expectations, to a high standards of work quality and organizational performance and continuous learning.
- Researches and works with local officials, engineers, developers, lawyers, and teams to outline the performance and design needs for new services or infrastructure projects.
- Prepares the scope of work and reviews technical documents like memos, reports, and plans, providing feedback and advice on the construction or modification of SWMS systems and infrastructure.
- Obtain any necessary regulatory permits and approvals (such as Building permit, locates etc.) needed to carry out construction/renovation work.
- Attend site visits and kick off meetings for planning and conduct any necessary site investigations or field work.
- Self-checks completed work assignments, attend deficiencies walk around meeting, Site Acceptance Test (SAT) and a Factory Acceptance Test (FAT) for construction projects, seeks supervisory review of completed work and makes revisions as requested.
- Uses project management principles to plan and execute assigned SWMS capital projects, managing time, budget, and scope for successful completion.
- Monitors and reports on the status of assigned capital projects, including progress, delays, work completion, budget, and schedule, while assessing system impacts based on the original or updated schedule.
- Offer technical support to the collection, transfer, processing, disposal operations, and closed landfill operations activities.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Oversees ongoing construction projects to ensure they are completed on time and efficiently. Leads employees, subcontractors, and suppliers, and reviews safety and work practices.
- Utilizes Computerized Maintenance Managements System (CMMS) for planning, scheduling, work orders, labour, and materials cost.
- Ensures staff receive proper training and comply with safety equipment use and handling procedures for hazards.
- Consults with site supervisory and management staff on the design, maintenance, repairs, and renovations of buildings and properties, focusing on civil works for SWM transfer stations, closed landfills, and collection yards.
- Responds to inquiries/complaints from project stakeholders, union staff and the public and takes appropriate action to resolve unsatisfactory situations.
- Responds to unscheduled maintenance requirements and emergency situations.
- Reviews completed work assignments, seeks supervisor feedback, and makes revisions as needed.
- May be required to work shifts, weekends, overtime, and holidays.
- Stay up to date with technological developments in the fields of construction methods and materials, applying them as needed.
- Schedules staff to prevent operational disruptions and align with the project’s priorities.
- Applies knowledge of SWM operations to the work; ensuring facilities are sufficiently robust for the severe service application.
- Executes construction and Estimates/orders materials from drawings.
- Maintains records of Daily Pre-Trip Inspection Reports for CVOR vehicles and Driver Status.
- Monitors quality of work to ensure adherence to industry standards and verifies compliance with laws, regulations, and guidelines.
- Provides staff with a safe and healthy work environment through administration of Health and Safety policies and accident investigation.
- Ensures all work complies with the Ontario Occupational Health and Safety Act, relevant regulations, and City policies. Understands and follows health and safety policies, oversees shop-specific safety training, and ensures workforce compliance with OSHA safety requirements.
