QUALIFICATONS
- Bachelor’s degree in a field relevant to primary responsibilities and 2 to 4 years of experience, including experience managing building operations and supervising custodial staff in a unionized environment.
- BOMA (Building and Owner Management Association) certification or certification in facility or property management an asset.
- Proven ability to use sound management principles and practices in a unionized environment
- Superior leadership, organizational agility, and interpersonal and communication skills in order to build strong teams and provide quality service to internal and external customers.
- Ability to speak in public to a crowd about the level of service and the complaints received about custodial services.
- Good knowledge (Level 4) of spoken English and French in order to communicate with external contractors; Basic knowledge (Level 3) of written English and French in order to write routine correspondence.
- Demonstrated ability to track spending, understand budget management, and execute preventive and corrective maintenance programs while following best practices.
- Ability to schedule procedures for multiple events and activities.
- Sound knowledge of cleaning and grounds procedures.
- Good working knowledge of Computerized Maintenance Management Systems (e.g., Maximo). Working knowledge of MS Office applications.
- Familiarity with cleaning, quality assurance, and inspection software an asset.
- Knowledge of occupational hazards and safety precautions.
- Excellent interpersonal and communication skills.
- Action-oriented. Effective and efficient when responding to events as they arise.
- Availability to be on-call and work extended shifts as required, including evenings, weekends, and holidays as necessary to meet event needs and in the case of emergencies.

Responsibilities:
- Oversee and manage staff, including training, task assignment, performance evaluation, and work review. Coordinate university events like conferences and seminars, ensuring compliance with standards. Allocate personnel for off-hour activities, assist in hiring, address employee issues, and provide recommendations on disciplinary actions. Supervise staff in a unionized environment to ensure uninterrupted 24/7 services with a focus on customer satisfaction and resource efficiency. Support employee development, training, and succession planning. Prioritize tasks, monitor health and safety practices, and manage the quality of custodial services, collaborating with contractors and stakeholders to meet objectives.
- Monitor staff performance and provide coaching for improvement and development. In collaboration with the Property Managers and the different contractor supervisors, identify requirements for service and supply contracts for sustaining base building services. Coordinate and verify compliance of activities related to national, provincial, and municipal codes and regulations. Collaborate closely with the building assets and provide project support as required.
- Act as liaison between external contractors and the University community. Oversee matters relating to waste management, pest control, graffiti removal, snow removal, grounds work (SGW campus), window cleaning and recycling, which are all done by external contractors. Assist in the continuous development and administration of corrective work and the Preventive Maintenance program. Prioritize escalated work orders with group leaders and employees to ensure quality and timely completion.
- Demonstrate continuous effort to improve units’ operations, decrease turnaround times, and work cooperatively and jointly with other units to provide quality customer service, through the implementation of the Maximo work order system and cleaning contract system “propre system”.
- Oversee our trades uniform program ensuring the staff always have clean uniform on both campuses. This includes the management of the contract, cleaning and buying, approval of the invoice and project resolution.
- Respond to complaints regarding cleaning and grounds maintenance and take appropriate action to resolve them.
- Recommend and implement long and short-term programs and schedules for cleaning and grounds. Implement programs and schedules for waste management, pest control, graffiti removal, and snow removal, window cleaning and recycling (plastic, glass, metal, wood, computers, televisions, microwaves, cell phones, printers, ink cartridges etc.).
- Serve as an advisor to custodial employees. Provide support to Project Managers during the initiating, planning, execution, related to any pest control intervention. In every custodial aspect, return renovated site to Concordia standard to allow community to occupy the space.
- Serve as a member of university committees. Represent the Property Manager(s) on committees as required. Work in collaboration with the Environmental Health and Safety department to provide support and training to operational personnel. Coordinate resources to support emergency and contingency plans.
- Track and administer cost recovery and expenses. Participate in quarterly budget projections. Initiate capital investment project requests through the Deferred Maintenance program and oversee critical asset life cycles. Evaluate needs and prepare requisitions for materials and contracting services. Actively participate in the procurement process.
- Assist in the development and implementation of unit policies and procedures to achieve annual goals, objectives, and work standards.
- Administer and monitor expenditures pertaining to the unit’s budget. Using the Maximo system, bill back labor and supplies to different departments.
- Produce a variety of written reports and cost estimates.
- Represent the Supervisor Custodial Services as assigned in specific areas.
- Perform other duties as required by the Manager, Distribution, Transportation, Mail and Custodial services.
