QUALIFICATIONS

Education and Experience:

  • Completion of a Diploma in Electronics or Automation and Instrumentation with a focus on automation and controls, supplemented by technical courses related to work or an equivalent combination of education, training and experience.;
  • Considerable related experience including both analytical and field experience related to applying sustainable design principles;
  • Relevant experience in the supervision of small teams of technical staff;
  • Allen Bradley PLC/ Motorola RTU programming certification is an asset;
  • Radio programming certification is an asset;
  • Certification in programming of field devices is an asset;

Knowledge, Skills and Abilities:

  • Considerable knowledge of:
  • radio based transmission systems
  • IP data transmission
  • Human Machine Interface (HMI), PLC/RTU programming
  • Considerable knowledge of cyber security and IT/OT security as it applies to operational technology supporting and monitoring infrastructure
  • Considerable knowledge of Motorola remote transmitting unit technology, related PLC technology, and interfaces.
  • Sound knowledge of the functions of departments served and their requirements as applied to the work performed
  • Knowledge of the Canadian Electrical Code and National Building Code.
  • Knowledge of electrical and mechanical systems used in the Water, Wastewater industry or Industrial Thermal Generation or Refrigeration plant processes.
  • Knowledge of MODBUS communication, Motorola Ace and GE-iFix HMI/SCADA.
  • Skills in contract administration and project management, with strong organizational skills and attention to detail
  • Skills in conflict resolution and team building.
  • Strong interpersonal and oral communication skills with the ability to deal tactfully and sensitively to a variety of situations including contact with the Metro Vancouver, consultants and contractors
  • Skills in written communication and report writing.
  • Ability to plan, assign, supervise and review the work of technical staff engaged in sundry computer support, development or implementation duties;
  • Ability to investigate, assess, and resolve software problems and to liaise with vendor representatives and technical specialists on the more complex problems
  • Ability to resolve complex automation and technical communication issues is required.
  • Ability to develop, document, review and revise formal working procedures and techniques.
  • Proficient in the use of personal computers, business and engineering software, including familiarity with SAP and Hansen ERP or equivalents.
  • Ability to work under minimal supervision.
  • Ability to respond to after-hours calls in a timely manner.
  • Ability to analyze the implications of proposed changes and to present proposals in non-technical language.

Driver’s License and Record Checks:

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. Responsibilities:

MAIN PURPOSE & FUNCTION

The SCADA Technical Supervisor is responsible for senior analytical and advisory work for the SCADA systems in the Engineering Services Department. The incumbent works on Supervisory Control and Data Acquisition related projects of small to large complexity and cost. Projects may cover all aspects of the SCADA services delivery life cycle, including IT/OT security.
On a project basis, the incumbent directs project staff and is responsible for their project performance. In addition to project work, the position researches and keeps abreast of SCADA technology, including IT/OT security, Engineering-related and municipal-related business trends and best practices; and contributes to departmental and enterprise strategic business and technology plans.
This position reports to the SCADA Manager and directs the work of a small team of SCADA Technicians and Technologists. The position interacts with other departments within the City and consultants and contractors.

SPECIFIC DUTIES & RESPONSIBILITIES

The position oversees aspects related to telemetry systems, including IT/OT security, in the Engineering Services Department, subject to change with growth and renewal, but including:

  • Water, Sewer & District Energy
  • Potable Water (25+ sites)
  • Dedicated Fire Protection System (9 complex sites)
  • Sewer Pump Stations (26 pump stations)
  • Neighbourhood Energy Utility (plant control system & remote monitoring of customer network)
  • Solid Waste
  • Landfill and Transfer Station (Landfill Gas, Leachate Control, Compost Grinder, Scales)
  • Departmental Services
  • Kent Yard (Conveyor System, Asphalt Plant, Precast Plant, Scales)

Specific duties include:

  • Manages the delivery of maintenance for Departmental Telemetry assets;
  • Manages Hansen work requests, setting priorities, assigning tasks to staff, recommending technical solutions, and assessing delivery options (internal forces vs contracted services);
  • Provides guidance and technical support for team members; providing resources and equipment for support staff;
  • Prepares business cases to support client groups and their respective expenditures;
  • Assists with hiring of staff;
  • Day-to-day supervision of technical staff and consultants to deliver on the work plan
  • Provides technical specifications for all system hardware and software; reviews drawings and final record drawings;
  • Manages and controls system configuration including making recommendations for new systems or upgrades for clients while keeping consistent with City’s SCADA standard;
  • Maintains responsibility for project management of system upgrades and new system installations including estimating, scheduling and monitoring of costs, in accordance with the Departmental Project Management Framework;
  • Coordinates information sharing with Engineering staff Corporate Technology Services and Engineering Electrical Services;
  • Assists SCADA Manager in setting budgets and managing the annual SCADA & Telemetry Operating and Capital Budgets;
  • Maintains SCADA security, including IT/OT security and the latest product knowledge by attending seminars, conferences and training;
  • Reviews/updates SCADA service requests and the SCADA work plan with Operations support staff and the SCADA Manager;
  • Other duties/responsibilities as assigned.
