Halifax Regional Municipality is inviting applications for the temporary (up to two year), full-time position of Supervisor, Regional Licensing in Community Standards & Compliance for Community Safety.

Reporting to the Manager, License Standards, the Supervisor, Regional Licensing (“SRL”) is responsible for the management and coordination of various licenses including but not limited to: taxi and limousines, vending, animal, sidewalk cafes, temporary signs, highway signs, land-lease communities, etc.
The SRL is the policy lead for all licenses. The SRL prepares and proposes legislation related to the licenses and designs and implements business practices to address service demands. The SRL is the central contact point for all HRM business units involved in the approval.

EDUCATION & EXPERIENCE:

  • Undergraduate degree in business administration or related discipline.
  • Minimum of two (2) year’s related experience preferably in program management or in the interpretation and application of guidelines or by-laws in a regulatory environment.
  • Demonstrated written and oral communication skills.
  • Ability to present to groups and committees.
  • Demonstrated leadership skills.

TECHNICAL/JOB SPECIFIC KNOWLEDGE AND ABILITIES:

  • Ability to prioritize and coordinate a multitude of tasks and responsibilities.
  • Ability to train and coach staff.
  • In depth knowledge of Licensing related matters.
  • Knowledge of standard software and technology.
  • Knowledge and skills related to budget review and management.
  • Knowledge and skills related to human resource management and labour relations as well as good knowledge of collective agreement administration.
  • Knowledge of quality front-line customer service principles.
  • Ability to make decisions relative to urgency, importance and public scrutiny.
  • Demonstrated organizational and administrative abilities
  • A broad knowledge of operations, policies, procedures and regulations relative to HRM
    An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
    Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.
    Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
    Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

    WORK STATUS: Temporary (up to two years), Full-time
    HOURS OF WORK: Monday to Friday, 8:30 to 4:30, 35 hours per week.
    SALARY: NU 5 Non-Union scale $66,170 - $85,630. Salary will be commensurate with education and years of applicable experience.
    WORK LOCATION: 7 Mellor Ave, Dartmouth, NS.
