Description:
THIS POSTING IS FOR 1 TEMPORARY FULL-TIME POSITION UP TO 14 MONTHS
The Supervisor, Utilities Accounting is responsible for the supervision and direction of accounting staff within the Utilities department. This position is responsible for the operating and capital variance reporting and annual budgets as well as ensuring that both operating and capital financial activity for the Utilities department is being conducted in accordance with the Public Sector Accounting Standards (PSAS), Municipal Government Act (MGA), Freedom of Information & Protection of Privacy (FOIP) and County corporate policies. This role involves a variety of analytical reviews, along with monthly, quarterly, and annual tasks.
QUALIFICATIONS AND SKILLS:
- An Accounting or Business degree from a recognized post-secondary institution accompanied by a minimum of 5 years of relevant and progressively responsible experience
- Professional Accounting Designation (CPA) completed or in progress is an asset
- Demonstrated supervisory experience is an asset
- Advanced Excel skills and the ability to analyze, test scenarios and manage and model data, accompanied with intermediate Word and PowerPoint skills
- Understanding of capital management assets, systems of tracking, and ability to determine future financial budget requirements
- Strong analytical, oral and written skills with the ability to communicate effectively and clearly to others
- Ability to deal with confidential and politically sensitive issues in a discreet and professional manner

Responsibilities:
- Lead the delivery of the department accounting functions to assist the department in meeting its operational goals
- Manage and lead staff responsible for accounting, purchasing, payables and receivables, review and approve various reports and analysis
- Develop, balance and manage the annual five year operating and capital budgets, maintain systems for forecasting, monitoring, reporting and analyzing capital and operating costs to provide recommendations and support to management
- Review and approve Tangible Capital Asset reporting, entries and Work in Progress reports
- Implement and monitor financial internal control procedures
- Respond to inquiries and provide financial guidance to operational staff
