Description:

This position is in the District of Columbia Homeland Security and Emergency Management Agency (HSEMA), Operations Division. The mission of HSEMA is to lead the District’s effort to prevent, protect against, respond to, and recover from natural and man-made emergencies by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. This effort is accomplished in partnership with District, Federal, regional and private sector agencies.
This position functions as Supervisory Emergency Operations and Information Specialist, which is responsible for planning, directing, coordinating, evaluating, and supervising the staff assigned to the Fusion Center. As well as overseeing all activities associated with human resources deployment during emergency and disaster incidents. The incumbent works under the general direction and supervision of the Chief of Operations Division, who assigns general objectives and priorities. The incumbent works independently in planning and carrying out assignments, resolving conflicts, and coordinating the work.

QUALIFICATIONS AND EDUCATION

Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level in the District of Columbia government service or equivalent public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position or an equivalent combination of education and experience. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
A bachelor’s degree in emergency management, homeland security, or related field is desired.

Responsibilities:

The incumbent is expected to demonstrate initiative, creativity, and sound judgment when planning, developing, and implementing an approach to be taken or methods to be used. The supervisor is kept abreast of potentially controversial findings, issues, or problems of wide impact. Completed work is reviewed in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results. This position ensures the District of Columbia’s readiness and operational capability to respond to and recover from local emergencies, natural or man-made disasters or national emergencies. Supervises, plans, organizes, directs and coordinates staff assigned to carry out the work. Provides supervision and guidance by establishing and reviewing work assignments; rating employee’s performance under established standards; approving and disapproving leave; investigating complaints and resolving differences between employees; and providing for training. Implements policies and establishes procedures through continuous program evaluation to ensure that individuals are properly trained and drilled on emergency and disaster plans and procedures that are in place in the event of major emergencies. As directed, deploy personnel to field operations to man the HSEMA Mobile Command and Control Unit (DC1) to support emergency incidents on-site assistance during large-scale emergencies or special events within the District of Columbia. Coordinates emergency activities with other government agencies during an actual emergency. Maintains a constant monitoring program of the National Warning System and the Washington Area Warning System.
This position will also provide input to the management/administration efforts such as budgetary recommendations for equipment/supplies to sustain capabilities. Ensure the assigned District Watch shift is adequately staffed in accordance with tours of duty, accounting for leave, training, and other considerations. Ensures documentation of all activities during emergencies and prepares all pertinent information to brief the Mayor, City Administrator, City Council and other District officials. Monitors a wide range of IT and communication resources including facsimile, Alert paging, Emergency Alert System (EAS) Citizen’s alert, Emergency Management (EMnet), computer-based systems, weather information services, telephone and other government information and communication systems. Supervise and assist the District Watch specialist staff in executing critical tasks as defined in plans, policies, and procedures. Serve as District Watch officer providing critical thinking, problem solving, critical thinking, and technical guidance to subordinate personnel. Oversee the production and dissemination of products such as situation/spot reports, executive summaries, briefings, decision-support materials. Ensure all requests for information leadership/partners/stakeholders are acted upon, coordinated, documented, and tracked. Conduct recurring meetings with subordinate personnel to socialize key information and establish priorities and expectations. Ensure professional decorum and high-quality customer service; promote professional development through education and training.
