Description:

As High Needs Block Sustainability Programme Officer you will be responsible for supporting a large-scale, public-sector transformation programme for special education needs provision, working within the framework of a whole-system strategy for high needs financial sustainability. You will provide project and admin support to the workstream leads for mitigation of the High Needs Block deficit, supporting them through the full project lifecycle from initiation to implementation of agreed changes to the operational model. This role would be suitable for an entry-level project manager or an experienced admin who wants to explore a role in project management. Specific duties and responsibilities include: To support the development and delivery of projects under the direction of the High Needs Block Mitigation Leads as they develop the sustainability plan across a range of workstreams.
To maintain and develop the programme reporting tools to ensure system leaders are kept up to date on progress. Supporting analysis of key data and to produce reports for Cabinet and CLT relating to the High Needs Block sustainability programme. Maintain a structured project environment (MS Teams, Sharepoint and MS Project) to ensure the development and implementation of agreed changes. Coordinate and facilitate the High Needs Block Sustainability Board ensuring that the minutes and actions are recorded and that papers come forward in good time to support effective decision making.
To create, develop and maintain systems, forms and databases in order that risks, issues and actions are recorded and documented. Support the development and monitoring of workstream(s) including maintenance of programme documentation and dashboards. Collate and manage regular written updates to programme governance on progress, risks and issues in the implementation of the new model and the impact of service development on key measures of financial sustainability. Build effective working relationships with internal stakeholders from across the SEND system.
To own the programme mailbox and communications channels, keeping these up to date in line with the communications and engagement plan. To maintain a high level of professional standards when assessing the importance of information received and or needing attention or escalating. Customers may be distressed or angry and the content of conversations may be upsetting or traumatic. To undertake bespoke research and development projects under the direction of the Strategic Lead for High Needs Block sustainability.
