WHAT WE SEEK:
OCHC is currently seeking a detail-oriented Systems Analyst to work with various stakeholders to identify business needs, analyze, define, document, and manage those requirements to recommend solutions and shape project outcomes. Under the guidance of the Manager, Enterprise Applications, the Systems Analyst will create and maintain a robust, reliable, and secure applications system environment.
EDUCATION & EXPERIENCE:
A typical candidate will have the following qualifications and experience. Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.
- Post-secondary degree or diploma in computer science, or related discipline
- A minimum of three (3) years’ experience in application development, support and maintenance
- Experience supporting COTS applications, the analysis and development of reports and the programming of SQL based applications
- Experience with SSRS and ITIL certification is an asset
- Knowledge of systems design, implementation, integration, support and programming languages, tools, and techniques
- Knowledge of ITIL and the SDLC (Software Development Life Cycle), including best practices related to business systems implementation
- Knowledge of SQL in Oracle and MS SQL Server databases, as well as best practices for data management
- Knowledge of business analysis, including business process and workflow design techniques, tools and best practices
- Knowledge of project management principles and practices
- Knowledge of SQL Server Reporting Services, Unit4 Business World, and Northgate
- Experience with ERP, asset systems and cloud migration projects will be an asset.
- Experience with SharePoint site development and support.
- Experience building dashboards using BI tools including PowerBI will be an asset.
- Expertise in MS Power Platform: Power Apps, Microsoft Automate, Virtual agent and AI builder.
SKILLS AND ABILITIES:
- Demonstrated ability to understand problems from a business perspective
- Demonstrated ability to analyze the cause of problems and find appropriate solutions
- Demonstrated ability to support a wide-range of complex and varied applications systems
- Demonstrated ability to use manufacturer’s/supplier’s documentation to become familiar with new products in order to support and introduce them effectively
- Demonstrated ability to develop reports
- Excellent interpersonal skills focusing on the ability to respond positively to staff requests for assistance, and to work with staff in a way which facilitates the identification and appropriate prioritization of staff needs
- Excellent verbal communication skills allowing for the explanation of technical matters to non-technical users in a manner which addresses their needs
- Excellent writing skills required for the preparation of impact assessments, and other documents
- Oral fluency and reading and writing abilities in English is required
- Oral fluency and reading and writing abilities in French is an asset

Responsibilities:
- Provides expert technical support and system maintenance, including troubleshooting, which sometimes involves collaborating with stakeholders such as vendors
- Works with internal stakeholders to understand, and analyze business process and supporting software application requirements, then designs and implements aligned system enhancements, collaborating with stakeholders needed to provide required approval, testing, and people change management, in accordance with established application change management procedures
- Works with internal stakeholders to gather requirements, then develops, tests, and deploys reports that sometimes span multiple data sources and provides supporting analysis
- Leads and supports the planning, coordination, and implementation of approved application upgrades and larger scope enhancements
- Provides information, guidance, and support to users on business systems, including leading and supporting the development of training documentation and training sessions
- Works with clients to understand application issues and requirements
- Analyzes business processes and supporting system workflows and proposes options for improvement
- Designs, documents, configures and develops solutions to identified system issues and requirements
- Provides information, guidance, and support to users on business systems
- Maintains Commercial Off the Shelf (COTS) and in-house developed applications and implements approved upgrades and changes
- Monitors application performance and identifies and implements changes, upgrades and enhancements using established change management processes
- Plans, coordinates and supports the implementation of approved application upgrades and enhancements
- Follows established protocols to protect network and data security, including regular backups
- Configures application security, including assisting in administering users’ access rights and logon procedure
