Description:

In the RAIL segment, Powerlines is a full service provider and offers its customers the whole range of services from Consulting and System Design to Installation and Maintenance.
Responsibilities:
The Systems T&C Manager will lead and manage Test & Commissioning teams across multiple projects. Ensuring that projects compliance with current standards and the requirements of SPL, Network Rail and other infrastructure operators.
This shall be done by ensuring all test and commissioning documentation/processes comply with all applicable standards, legislation, contract requirements and specifications, ensuring that all test and commissioning activities are carried out to the correct standards, and that all works are carried out safely and efficiently.
The Systems T&C Manager will provide day-to-day support within the Power & Distribution and wider disciplines Delivery teams, reporting into the engineering manager for planning and executing project engineering activities on rail and other infrastructure projects including but not limited to client engagement, subcontractor management, assisting PMs with budgets and resource allocation(s) and ITT bidding.
- Work independently and demonstrate leadership.
- To Lead project activities associated with Test and Commissioning including the planning of site works, resource, budget and plant (where required).
- Delivery of Programme(s) including Construction and EIS, and where applicable Design(s).
- Ensure compliance with appropriate standards (International, British, Railway).
- Ability to work on multiple projects balancing and managing own time.
- Undertake technical reviews of internal and external (sub-contracted) documentation including staging designs. work package plans, staging and commissioning plans to ensure these are integrated, buildable and with a focus on safety.
- Develop test and commissioning strategies associated with the delivery of project works including assessment of cost, risk and hazards including developing efficiencies where practicable.
- Lead test and commissioning and staging meetings across multi-disciplines with clients and subcontractors, developing meeting minutes and action logs as appropriate.
- Monitoring of site work activities throughout the pre-commissioning / commissioning and EIS stages and hand back (GRIP stages).
- Progress tracking and reporting against plan (daily/weekly/monthly) through co-ordination with the Test & Commissioning Engineers.
- Coordination of Test & Commissioning with the Construction Managers from all disciplines.
- Assist CRE-C’s T&C CRE’s with Collation of redline drawings and test records in conjunction with Power & Distribution Construction Manager and Test & Commissioning teams.
- Administer and lead on Construction Electrical Safety Rules (cESR), undertake the role of Designated Engineer & Control Engineer where applicable.
- To plan and undertake briefings on engineering issues - specific to Test & Commissioning discipline.
- Support the CEM in the discharge of their role duties including Construction Design Management (CDM) compliance and the clients Common Safety Method Risk Assessment (CSM-RA) and Hazard Log.
- To ensure that critical project engineering documentation (such as the WPP, TB’s, Permits, etc.) has appropriate resource and attention allocated to it to facilitate quality and timely completion and compliance.
- Build client relationship(s).
- Completion of Safety Site Tours, Close Calls and escalation of key findings (where required).
