JOB SUMMARY:

The Women in the Digital Economy Fund (WiDEF) is a multi-year initiative aimed at closing the gender digital divide by promoting equitable access to digital technologies for women and girls worldwide. Through a combination of grants, technical assistance, and evidence-based advocacy, WiDEF seeks to empower women by addressing key barriers such as affordability, digital literacy, safety, and the availability of relevant digital tools.
The Advisor for Monitoring, Evaluation, and Learning will play a key role in operationalizing the WiDEF MEL plan and ensuring high-quality, timely, and evidence-driven monitoring, evaluation, and learning across the WiDEF activity. This role will support the design and implementation of MEL systems to facilitate learning processes, and provide technical support to partners and awardees to measure progress toward closing the gender digital divide. The Advisor will contribute to data analysis, knowledge dissemination, and adaptive learning strategies.

QUALIFICATIONS:

  • 7+ years of relevant experience with international development, financial inclusion, or social impact organizations.
  • Strong foundation in quantitative and qualitative research methods and program evaluation.
  • Proficiency in data collection and reporting systems or software (e.g., ODK, Survey CTO, KAPorg, etc).
  • Demonstrated ability in data analysis, report writing, and performance management.
  • Experience working with globally distributed teams and external consultants to conduct evaluations.
  • Strong cross-cultural communication skills, with experience managing projects across diverse time zones and countries.
  • Comfort supporting country teams to execute monitoring and evaluation plans
  • Exemplary critical thinking and reasoning skills to break down complex problems and find practical solutions
  • Fluent English speaker and writer
  • Effective communicator, able to convert complex data and information into engaging reports, analysis, and insights
  • Commitment to gender equality and bridging the gender digital divide.

Responsibilities:

Support the Design and Implementation of MEL Systems

  • In partnership with the WiDEF MEL Lead, develop and maintain a functional MEL system based on the M&E Plan for WiDEF, aligning with donor and programmatic expectations. Co-develop tailored MEL frameworks with partners and awardees to ensure their projects are measurable and contributing to WiDEF’s Core Results Areas, such as digital literacy, online safety, and access to devices. Ensure that all data collection and analysis are rigorous, gender-sensitive, and reflective of program goals.

Data Collection and Analysis

  • Oversee the collection of quantitative and qualitative data, ensuring that it aligns with the program’s M&E plan and learning agenda. Collaborate with partners and grantees to ensure data accuracy, timeliness, and reliability. Use collected data to identify trends, inform decision-making, and generate insights for WiDEF’s continuous improvement and external policy goals. Ensure that MEL data is integrated into reports for donors and internal decision-making processes.

Capacity Building and Support

  • Provide technical guidance and training to WiDEF grantee MEL officers and partners across regions, ensuring consistent application of WiDEF methodologies and frameworks. Support awardees in building their MEL capabilities through workshops and ongoing one-on-one assistance. Serve as a resource to partners on gender-sensitive data collection, evaluation methods, and innovative approaches to learning.

Learning, Reporting, and Adaptive Management

  • Promote learning across program components, including for WiDEF grantees, by synthesizing data into actionable insights and reporting to stakeholders. Facilitate learning sessions for internal and external audiences, ensuring that evidence is used to improve activities and drive strategy shifts. Support in the development of reports, briefs, and presentations to communicate key findings to internal and external stakeholders.
