Description:

Overview:
Delaware Nation Investments/Emerging is working with the Bureau of Indian Affairs, Northwest Regional Office (NWRO) assists and supports the Secretary of the Interior in fulfilling the United States’ trust responsibility to the Federally recognized American Indian and Alaska Native tribes and villages and individual Indian trust beneficiaries, as well as maintaining the Federal-Tribal government-to-government relationship. We are seeking two (2) Consultant III’s to develop program management systems utilizing the Microsoft (MS) 365 platform.

Responsibilities:

  • Strategy and Planning Consulting Support: Able to align IT project investments and projects in the portfolio to strategic plan objectives to provide the strategic focus on priority bureau/office projects and investments.PMO Services – PMO portfolio development and oversight, develop and maintain IT project teamwork plans to ensure all projects are well planned, staffed, managed, delivered, implemented, and maintained. We provide rollup reporting and transparent project reporting to CIO and bureau/office leadership.
  • Budget Planning Experience– develop capital investment plans, exhibit 300/53s tracking planned to budget to actuals and variances across the portfolio. Preparing and providing detailed budget and financial reports of programs.
  • Cost/Benefit Analysis Experience – Able to perform cost benefit analysis on system solutions considering approaches such as build vs. buy, in-house or outsource to weigh the cost, schedule, risk and scope of the effort vs. the benefit and outcomes that can be delivered by the solution.
  • Quality Oversight – capable of providing analysis and support of programs and operations to evaluate effectiveness and performance. This includes establishing program measures for collection, evaluation, and reporting.
  • Business Process Analysis Consulting Support – Able to perform business analysis to determine bureau/office business needs and all its components and elements, documenting “As Is” business processes, and identifying program shortfalls and inefficiencies. Able to perform workflow analysis and identify opportunities to eliminate non-value-added steps and develop new “To Be” business processes built for efficiency. Breakdown user needs, business processes, and other requirements into functional, technical, user and system requirements.
  • Design and Develop Consulting Support –Capable of using both business requirements and system requirements to develop and design IT solutions. Develop Technical and Design Recommendations (technology & modernization road maps, system architectural designs, database designs, system integration charts and workflows, etc.) by working with various IT groups and organizational business units to validate requirements are addressed and the bureau/office IT infrastructure and budgets are in alignment to support the project. Incorporate design strategies (such as service-oriented architecture, use of microservices, ERP, robotic process automation (RPA), AI/ML and consideration for leveraging existing investments) reduce duplicative functions and capabilities across IT systems.
  • Project Implementation Consulting Support –refine baseline plans and budgets to support the tracking and reporting efforts. Assist with the development training plans and support and develop organizational change management plans for major replacement or modernization system implementation efforts. Actively participate in quality management reviews to ensure work complies with specified standards and requirements. Provide expert information technology personnel in all disciplines to assist in specific critical areas: DBAs to manage databases, software developers, system architects, automation testing experts, system and software engineers, trainers, etc.
  • Ongoing Support and Sustainment – Assist customers as required to continuously improve system applications and services by supporting the System Change Request process to manage the continuous evolution and changing business environment to provide the organization and various offices the tools and capabilities needed in information system, they require to perform their duties.

Qualifications:

  • Bachelor’s degree or equivalent experience and at least 6 years of experience
  • Consultants apply their skills in such areas as systems development, knowledge of business processes, technical background or supervisory capacity to implement business solutions. For example, Consultants may perform tasks such as
  • Develop functional and technical information system designs
  • Supervise business integration analysts in the development of software designs, computer programming, system testing or training curricula
  • Lead business process redesign teams in the development of new business process architectures
  • Design training programs for information systems users
  • Participate in quality reviews to ensure work complies with specified standards
  • Develop teamwork plans
  • Perform workflow analyses
  • Design and manage databases
  • Define information systems requirements
  • Assist in project budget preparation
