Serco have an exciting new opportunity for a Technical Manager to join the team at Devonport based in Plymouth. The key purpose of this role is to deliver safe and efficient Technical Management locally, to the Defence Marine Services contract, ensuring full compliance from both regulatory and contractual perspectives. This role will have responsibility for the management of the devolved port technical budget and will oversee the local technical team whilst leading and providing professional technical expertise to the regional Engineering team to ensure contract delivery as required by contract business plans.
MAIN ACCOUNTABILITIES:
Strategy and Plans
Developing, agreeing, and managing robust technical business plans and budgets for the local Marine Services’ contract.
Ensuring Contract Managers are appropriately supported to provide full service delivery.
Technical compliance with Flag and Class requirements.
Continually monitoring business plans, financial plans and targets taking appropriate action to ensure technical targets are met, including submitting accurate and timely reports.
Driving operational efficiency, technical and assurance continuous improvements and engineering best practice across the contract.
Identifying, developing and implementing strategy and plans for the effective management of technical risks taking into account latest regulatory requirements (e.g. MCA, HSE).
Provision of technical input to organic growth initiatives.
Operational Excellence
Acting as the marine business point of contact with Serco Procurement to advise and recommend, where appropriate, optimum suppliers.
Advising local and regional teams on development and adaptation of technical Operating Procedures for the SMS.
As required, taking the lead for technical and other maritime related investigations.
To design and implement change strategies aimed at cost saving and efficiency across the regional activity, communicating with Port Contract Managers.
People and Organisation
Line management of the local technical team as required providing leadership to ensure that all staff understand and deliver the contract in accordance with the business strategy and plans and are motivated to undertake their objectives whilst promoting a safe culture and attitude of continuous improvement.
Ensuring all direct reports and staff understand their role and objectives, ensuring their performance and contribution enhances service delivery and develops a team culture.
Assisting in the recruitment, training and professional management all staff within technical teams, thereby ensuring continuity of service, and promoting a safe working culture providing service excellence.
Ensuring that at all times activities are undertaken in a safe environment and are fully compliant with MCA, Class, Health and Safety, ISM ISPS codes and any other legal requirements that may be applicable to the contract.
Promote and foster good working relationships with all employee representatives
Growth and Financials
In line with business plans and procedures, develop annual budgets and implement effective management and financial control of all technical expenditure whilst ensuring services levels are delivered safely and in compliance with the contract, Flag and Class.
To identify and report any areas where economies of scale and cost saving measures may be used without detriment to safety or levels of service.
To identify opportunities for growth, working with the port CM to support achievement of the growth aspirations of the contract and/or division.
ESSENTIAL QUALIFICATIONS:
Qualified to Class 1 Motor (Unlimited) Certificate of Competency.
Project and programme management expertise.
ESSENTIAL SKILLS AND KNOWLEDGE:
Detailed knowledge and experience of requirements covered by ISM.
A sound understanding of Class & Flag Rules & Regulations
Detailed knowledge and familiarity with ISO 9001 and 14000
Experience in the use of IT systems and MS Office suite.
ESSENTIAL EXPERIENCE:
Extensive experience as sea-going Chief Engineer.
Substantial vessel refit experience and knowledge. Both prepping for, and seeing through.
Experience of successful people management and team development.
Commercial acumen.
Budgetary management experience.
Although not essential; Experience of operating successfully within both MOD and Commercial environments.
